The primary purpose of this position is to serve as a senior information assurance specialist with responsibility for planning, developing, and coordinating the documentation, standards and procedures, testing, modification, upgrading, and troubleshooting of IT security programs.

Duties

Serves as a senior information assurance administrator. Serves as a network security program advisor. Troubleshoots complex security problems and provides advice and support in a manner that minimizes interruptions in the customers ability to carry out business activities. Serves as a senior technical advisor to management.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, located here. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-11, or equivalent in other pay system. Specialized experience is includes knowledge of a wide range of operating systems software principles and methods; life cycle management concepts; IT infrastructure, IT security, principles and methods; systems testing and evaluation principles and methods; and troubleshooting procedures to install, configure, test, and implement vendor supplied modifications to existing systems software; develop and evaluate test data to validate program modifications and migrate modifications into production systems. ADDITIONALLY, IT related experience that demonstrates each of the four competencies listed here: (1) Attention to detail, (2) Customer service, (3) Oral Communication, (4) Problem solving (Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of a full range of IT principles, concepts, practices, products and services (including systems software) database software, immediate access storage technology), and methods to develop and coordinate security policies and standards. 2. Knowledge of IT security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and ensure standards are met for security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and counter measures based on the results of accreditation reviews. 3. Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry. 4. Knowledge of a broad range of IT concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on risks and vulnerability from a variety of sources (e.g. espionage, destructive programs/applications) and procedures and methods for protection of systems and applications. 5. Ability to communicate effectively, both orally and in writing. 6. Ability to plan and develop training on IT security requirements, standards, procedures, tools and products. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
