The Manager, Gateway Habitation and Logistics Outpost (HALO) Project, is responsible for the HALO development and delivery as well as the integration of the Power and Propulsion element at Kennedy Space Center and the integration of this combined spacecraft with the SpaceX Falcon Heavy. Additionally, the HALO Project Manager is responsible for delivering the top-tier software that manages the Gateway command, control, and response for the entire Gateway spacecraft.

Duties

This position reports to the Manager, Gateway Program Office. The Gateway Habitation and Logistics Outpost Project Manager: Leads a multi-disciplinary team for the end-to-end formulation, acquisition strategy, design, development, test, certification, and delivery of the HALO element for the Gateway Program. Leads the integration of the HALO and Power and Propulsion Element elements into a co-manifested vehicle, including production and implementation of top-tier vehicle system manager software, leading to launch on a Falcon Heavy and transit to near recti-linear halo orbit. Supports the Habitation Element integration activities as required. Manages the technical integration and systems engineering efforts, including definition and necessary modifications of the engineering flight design products and ensures they conform to program requirements. Manages and mitigates the cost, schedule, and technical risks which occur during spacecraft development. Identifies, manages, and defines necessary long lead items for the build-up and outfitting of systems and components within and on the HALO. Manages all aspects of coordinating and integrating the European Space Agency HALO Lunar Communication System, Canadian Space Agency external robotics, and other government furnished equipment and utilization end items with the HALO, including interface definition, development and flight testing, and integrated verification activities. Manages multi-disciplinary, cross-Agency teams in the design, development, and delivery of unusually complex flight components that establish core foundational architectures fundamental to the performance of Gateway capabilities. Develops and implements partnerships with other NASA programs external to Gateway for mutually beneficial arrangements that leverage advanced spaceflight technology expenditures. Develops and directs innovative and novel concepts, processes, and techniques in the design, development, and test of the HALO and other complex components. Coordinates with other offices within the Gateway Program to establish the technical content, cost, and schedule of products, deliverables, and services, and interacts with senior management to formulate agreements and plans for institutional support. Attends and chairs conferences and technical meetings with NASA Headquarters, other NASA centers, contractors, and external organizations to discuss, advise on, and establish specifications, design, and development requirements. Requirements

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent. To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted. MANDATORY TECHNICAL QUALIFICATIONS: MTQ 1 - Demonstrated experience in executing technical direction, management, integration, concept definition, and evaluation of large-scale, programmatic elements and contractor operations for human space flight and/or other advanced programs. MTQ 2 - Demonstrated effectiveness in leading an organization providing system and discipline engineering capabilities for the design, development, and testing of complex aerospace systems including working with programs/projects to negotiate detailed plans for workforce, facilities, budgets, and schedules.

Education

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
