The primary purpose of this position is to serve as the Resource Advisor for the Logistics Readiness Division and as the installation Stock Fund Manager (excluding the Academy Division of the Air Force Working Capital Fund). To monitor multiple accounts and special types of inventories by formulating and monitoring the execution of long range budget forecasts.

Duties

Serves as the functional point of contact for day-to-day budget/financial issues. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding. Performs budget formulation work involving preparation of detailed analyses of annual and/or multiyear budget estimates for assigned organizations/programs into a consolidated budget request. Analyzes General Support Division (GSD) SMAG operating program budget and related information. Provides advice, assistance, and guidance on budgeting, supply and related information.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Supply Series, 2001. SPECIALIZED EXPERIENCE: Specialized experience includes knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs, sources, types, and methods of funding for assigned organizations and programs and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations. Knowledge and skill in the application of methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones. Practical knowledge of the missions, functions, goals, objectives, work processes, and sources of funding of budget activities in order to relate needs and accomplishments of serviced activities to anticipated and actual dollar figures in the budget. Knowledge of sources of factual information about the programs and finances of the assigned area of the budget, such as that found in accounting and data processing reports, payroll records, work reports, or inventory and sales data Analytical skill is required to interpret the source information and apply it to the budget. Knowledge of automated data processing concepts and systems capabilities to accomplish assigned budget functions. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a broad range of supply program relationships and stock fund operations and their interface with budgetary accounting and finance systems. In-depth knowledge of the standard level supply system, related programs, inventory management systems, methods, techniques; and underlying management concepts for determining, regulating, or controlling the level and flow of equipment and supplies for both expendable and non-expendable items. 2. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. 3. Knowledge of the government property process as an interrelated chain of activities typically extending from acquisition through storage, distribution, consumption or disposal. 4. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. 5. Skill in applying specialized methods and techniques to independently analyze and evaluate the effectiveness and efficiency of supply program and/or operations. Skill in researching, interpreting, and applying guidelines to documents, records and reports to ensure compliance. 6. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding and supply inventory problems. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
