The Systems Engineering and Integration Office Manager is responsible for managing the overall integrated performance and configuration of the Gateway spacecraft. The office has responsibility for strategic mission performance analyses, major internal and external physical spacecraft configurations, and multi-system integrated performance of the overall Gateway stack, including visiting vehicles such as the human lunar lander and the Orion spacecraft.

Duties

This position reports to the Manager, Gateway Program. The Systems Engineering and Integration Office Manager: Provides systems engineering and integration leadership and expertise; maintaining processes that support vehicle integration in a timely and cost-effective manner; formulating budgets and schedules consistent with program objectives. Establishes and maintains effective collaboration and coordination of multi-center capabilities, workforce, facilities, and other resources to meet stated goals and objectives. Manages change control boards as needed and informs spacecraft-level major key decision points reviews, life cycle design reviews, flight readiness reviews, and signs Certification of Flight Readiness for the systems integration area. Reviews efforts of the in-house tasks to assure compliance with technical and programmatic requirements. Maintains technical and programmatic integration across the Gateway spacecraft and other Artemis Programs to ensure spacecraft configuration control and Gateway integrated stack design evolution and performance. Through delegated authority of the Gateway Manager, represents the Systems Engineering and Integration element on special studies, governmental audits, independent assessments and reviews, and meets other performance reporting requirements. Integrated performance responsibilities include attitude planning and control, integrated communications, proximity operations and other dynamic events, all phases of integrated thermal and power management, and integrated structural performance, including planning for dynamic events. Spacecraft configuration responsibilities include maintaining configuration control over a multitude of integrated spacecraft configurations that evolve as the Gateway stack is being built up, including the presence of the human lunar lander and the Orion spacecraft. Requirements

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent. To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted. MANDATORY TECHNICAL QUALIFICATIONS: MTQ 1 - Demonstrated experience in the design, development, integration, testing, and delivery of human spaceflight systems, including spacecraft controllability, proximity operations and integrated communications, thermal, power, life support and structural performance. MTQ 2 - Demonstrated experience in leading and managing the programmatic and technical planning and execution of spacecraft integrated performance and configuration control.

Education

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
