This position serves as the Chief, Division of Resource Management, under the Office of the Superintendent and is responsible for a wide variety of natural and cultural resources. The incumbent supervises an interdisciplinary team of natural and cultural resource professionals and serves as a senior advisor to the park Superintendent.
Duties
The major duties of the Supervisory Interdisciplinary (Resource Manager)position include, but are not limited to the following:
Cultural and Natural Resource Program Management. Directs and oversees planning and execution of the park's natural and cultural resource programs. Determines the extent to which program goals and objectives are being met, and recommends program changes as needed.
Land Use Planning Coordination. Manages the park's lands and land use planning program. Oversees processes for land acquisition, monitoring and administrating rights-of-way permits, and managing park-held easements.
Environmental and Historic Compliance Review. Coordinates compliance actions required by the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), and the National Historic Preservation Act (NHPA), among others. Advises the Superintendent and other park managers about federal and state laws, regulations, and policies related to natural and cultural resource management.
Strategic Partnerships. Builds and maintains positive, effective working relationships with counterparts in public, private, and non-profit organizations in three states. Leverages stakeholder resources and interests to advance park natural and cultural resource objectives. Develops collaborative working relationships with park partners and traditionally associated groups, especially Indian Tribes. Scopes and negotiates agreements with stakeholders related to natural and cultural resource stewardship. Serves as an Agreement's Technical Representative.
Scientific Integrity. Ensures scientific activities in the park meet agency Scientific Integrity standards. Oversees the development, design, testing, and implementation scientific protocols as needed to support natural and cultural resource management objectives and decision-making. Applies scientific data to park resource programs and oversees the transfer of scientific knowledge to peers and the public to encourage widespread understanding and support for park resource management actions.
Qualifications

Credit will be given for all appropriate qualifying experience. You must meet one of the following Basic Requirements in any series to be eligible for this position:
History Series 0170 Basic Requirements:
A. Degree: history; or related field that included at least 18 semester hours in history.
-OR-
B. Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.
General Natural Resources Management and Biological Sciences Series 0401 Basic Requirements:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-OR-
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Landscape Architecture Series 0807 Basic Requirements:
A. Degree: landscape architecture or landscape design.
-OR-
B. Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
- AND -
To qualify for this position at the GS-12 grade level, you must possess at least three of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
Directs and oversees implementation of natural and cultural resource teams and programs.
Scopes, prepares, and implements resource management plans.
Develops and maintains effective working relationships with Indian Tribes and other groups traditionally associated with park lands and resources.
Develops and maintains relationships with partner organizations and other stakeholders that result in desired outcomes for natural and cultural resources.
Develops and directs environmental and historic compliance procedures that ensure management actions are well informed and appropriately designed to protect and maintain natural and cultural resources and resource values.
You must include hours per week worked.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
