Duties

WHAT IS THE TAXPAYER EXPERIENCE OFFICEDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Experience Office The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as the Liaison between the manager and subordinate staff members and other key officials. Assures understanding and clarification of the manager's views on all problems and issues. Serves as office manager for the office and ensures that the practices and procedures used by secretaries in subordinate offices are consistent with those of the manager's office. Exercises exclusive control over the manager's calendar, with authority for commitments of time. Screens all calls and visitors, answering most questions and completing most business in an authoritative and accurate manner based on knowledge of the manager's views and an awareness of all matters in which he/she is currently involved. Analyzes incoming directives, manual issuances, policy changes, regulatory and procedural changes, etc., for significant potential effect on the manager's objectives as well as for general interests and informal objectives of the manager. Alerts the manager of areas of potential impact and arranges for any necessary follow-up technical review by appropriate segments of the organization. Identifies trends that may have a significant effect on, for example, operations, administrative practices, communications, etc. Suggests possible courses of action to take when trends indicate actual or potential problem areas. Recommends functional component or individual best suited to provide follow-up action. Personally handles to completion a wide variety of administrative projects, performing necessary coordination, making contacts, obtaining comments from management officials concerned, and preparing correspondence. Reviews agenda items for executive conferences, assembles digests, consolidates comments from management officials, and summarizes material for use by the manager for participation in these conferences.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE FOR GS-10: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Receiving all visitors and telephone calls to the office, determining the nature of call or business of visitors, deciding where visitors are referred; Making appointments for the supervisor, establishing priorities, setting up, rescheduling, or refusing appointments, and accepting or declining invitations to meetings; Arranging travel and meetings and conferences and assembling material for agenda items; Using own judgment to determine and refer items of special importance; Reviewing incoming directives and issuances; Preparing correspondence in conformance with the supervisor's viewpoint or for the supervisor's signature; Serving as a liaison and briefing supervisor on important and office related facts, issues, reports, programs, and activities; Recommending changes in administrative policies and devising and installing procedures and office practices; Instructing and assisting other secretaries on procedural matters such as the correct procedures to follow in preparing correspondence and conducting periodic training sessions; Retrieving, gathering, and generating data, as well as using various word processing, spreadsheet, slides, and statistical data computer software applications in order to create, manipulate, compute, report, retrieve, print and transmit data; and Performing administrative support assignments. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". AND You must meet the following special requirements: Applicants must be a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors). Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three years. We may verify proficiency skills of self-certified applicants by administering the appropriate performance test. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
