Provide advice and support to management and program officials on the interpretation of regulations and guidelines and their application to problems.
Duties
Monitors activities identified for special interest to keep leadership informed of developments through conferences and briefing papers.
Studies methods, administrative and business guidelines, procedures, work assignments, delegations of authority, management controls, information, and documentation systems.
Utilizes procedures, methods, and techniques designed to keep pace with changing technology, policies, and objectives.
Continually communicates with management and stakeholders to coordinate programs which involve other Divisions where resources from multiple sources are required and where collaborative technical, policy, and programmatic decisions need to be made.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

To qualify for the GS-05 level: Specialized Experience:. You must possess three (3) years of general experience, one year for which was equivalent to at least the GS-04 grade level in the Federal service GS- 04 level or higher, that has equipped you with the necessary competencies to successfully perform the duties of this position. This experience includes; attends meetings with management or higher graded specialist to discuss information relating to findings and conclusions. The work performed involves simple activities such as support, and clerical functions comprised of repetitive tasks and processes.
OR
Degree: A 4-year course of study in any field in an accredited college or university leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of experience as described in A and education as described in B to qualify.
To qualify for the GS-07 level: Specialized Experience: You must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-05) or its non-Federal equivalent. Examples of specialized experience include:
Providing advice and support relative.to management and program officials involved with wetland and/or agricultural conservation easements.
Conducting reviews and analysis of systems and procedures associated with wetland and/or agricultural conservation easements.
Discussing factual information wetland and/or agricultural conservation easements related to findings and conclusions.
OR
Superior Academic Achievement (S.A.A.): You must have successfully completed all the requirements for a bachelor's degree in a curriculum directly related to the work of the position. To qualify for superior academic achievement, you must have ONE of the following: (1) Class Standing: Upper one-third of the graduating class in the college, university, or major subdivision based on completed courses. (2) Grade-Point Average: A grade point average of (a) 3.0 or higher out of a possible 4.0 (B or better) as recorded on the official transcript or as computed based on four years of education, or computed based on courses completed during the final two years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum. (3) Election to Membership in a National Scholastic Honor Society: Applicants may be considered eligible based on membership in one of the national scholastic honor societies. Freshman scholastic honor societies cannot be used to meet the requirements of this position.
OR
Substitution of Education for Experience: Successful completion of one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.
OR
Combination of Education and Experience: An equivalent combination of education and experience are qualifying for the GS-07 grade level for which both education and experience are acceptable.
