This position is aligned under the U.S. State Department, Bureau of Administration, Office of Logistics Management, Office of Program Management and Policy, Diplomatic Pouch and Mail Division (A/LM/PMP/DPM). The Office of Program Management and Policy provides management oversight to the logistics policy and professional development, business analysis, logistic systems, and the diplomatic pouch and mail divisions.
Duties
Leads civil service and contract employees whom are responsible for the daily monitoring of DPO mail in respective USPS facilities.
Oversee and coordinates efforts, with commercial, military, and governmental facilities.
Analyzes current and new program needs and determines appropriate level of resources and manpower.
Responds to post inquiries and advises on DPO policy, guidance, and directives developed to operate DPO postal services.
Ensures accuracy of critical DPO data stored throughout the intricately linked USPS Network Operations Systems.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with daily mail operations including routing, processing, supply/equipment requirements, postal finance, and transportation efforts.
Experience conceiving, organizing, and directing feasibility studies.
Experience with mail policy and procedures.
There is no substitute of education for specialized experience for the GS-13 position.
