The New Jersey VA Healthcare system, East Orange location is currently recruiting for one(1) Program Assistant position. The incumbent provides a wide range of program support duties within the Office of Performance Measurement and improvement (OPMI) with specific emphasis on data management, Risk Management, Infection Control and general office operations including data collection, data entry, data validation, report generation and report dissemination.
Duties
Major duties and tasks include, but are not limited to:
Ensure that all quality assurance work is secured and that QA confidentiality regulations are followed.
Maintain computer data bases (spreadsheets, etc.) for tracking and monitoring OPMI programs.
Collect, analyze and evaluate data collected and provide recommendations and/or suggestions based on review of this data.
Assist with travel requirements.
Draft information materials for medical facility customers and staff.
Participate in workshops, seminars, and other meetings with different levels of staff to explain and/or improve customer service.
Implement mechanisms to evaluate the impact of informational materials.
Plan and conduct special projects or studies, to analyze, evaluate, and provide recommendations on administrative issues.
Research and analyze straightforward problems, issues, or program requirements.
Research and analyze unstable or uncommon administrative issues.
Determine pertinent issues and collect relevant information from a variety of sources.
Review information and applies standard analytical techniques, and develops recommendations to improve customer service.
Track and obtain supplies and equipment and prepare requisitions.
Assist with tracking of reports.
Control the maintenance and development of various administrative directives.
Review proposed policies with professional staff to ensure proper arrangement of material, consistency with existing directives, and proper distribution.
Review existing directives to detect and eliminate conflict, overlap, and duplication
Serve as a timekeeper for time and attendance.
Communicate with supervisor and appropriate ancillary staff to obtain guidance and information
Prepare travel authorizations and vouchers after completion of trips.
Bring significant items to the Risk Manager's attention.
Review all outgoing correspondence, documents, and reports for proper format, grammar, and conformance with established policy.
Assemble and organize facts, data and information.
Organize information into tables and charts; and analyze data for presentations.
Monitor separation forms.
Constant communication with HR, Service Chiefs, and with the separating employees' supervisors.
Analyze monthly trends and summaries for reporting.
Respond to a variety of substantive requests for the risk management program.
Search through files and drafts explanatory narratives and summaries in a clear, concise, and logical manner.
Search for relevant and specific notes and due timelines required for case files.
Submit, track, update and reconcile Peer Review spreadsheet.
Other duties, as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-05 in the normal line of progression for the occupation in the organization. Qualifying specialized experience would typically include, but are not limited to: Extensive experience monitoring and maintaining computer databases to monitor different programs. Comprehensive experience analyzing and evaluated data collected in programs. Experience collecting and drafting information for brochures, booklets and fact sheets. Extensive experience as a timekeeper. Experience assembling and organizing data and information on programs for meetings, hearings, briefings and reports. Knowledge and ability to organize information into tables, charts and presentations. Creating and maintaining monthly reports. Extensive and comprehensive experience using different Microsoft office suite programs (Word, Excel, PowerPoint, Access). Knowledge of the major issues, program goals and objectives of the VA New Jersey Health Care System and OPMI in order to have a benchmark for quality measurement and improvement, standards are needed to establish consistency, expectations and patterns for practice. Incumbent must also have a seasoned general range of knowledge regarding facility policies and procedures in order to be in compliance with the VA standards and regulations. A basic foundation of administrative concepts and practices sufficient to enable the incumbent to recommend changes in administrative policies, devise and install procedures and office practices affecting subordinate organizations and foresee administrative problems and requirements.

Physical Requirements: The work is sedentary. Typically, the employee sits co0mfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
