You will serve as a Supervisory Contract Specialist in the Office of the Vice Commander of NAVAL FACILITIES ENG COMMAND ATLANTIC. Frequent travel away from the normal duty station will be to Djibouti, Africa.

Duties

You will perform pre-award/post-award functions for procurements involving complex and specialized procurements for Base Operations Support (BOS), facilities support services, non-personal services, construction, IT design and services. You will interpret relevant contracting laws, regulations, policies, standards, or procedures to determine applicability to specific contracting issues. You will perform price and cost analysis to determine reasonableness of price in preparation for contract negotiations. You will monitor contract performance for compliance with terms and conditions of the contract. You will give advice, counsel, and instruction to employees on both work and administrative matters. You will plan work to be accomplished by subordinates to meet program goals, objectives, and command priorities, sets and adjusts short-term priorities, and participates and prepares schedules for completion of work.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require moderate travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • The incumbent is required to complete the Confidential Financial Disclosure Report, OGE Form 450, on an annual basis to report financial interest as well as other interests outside the government.
  • The incumbent must possess and maintain a valid state driver?s license to travel to disperse sites within the local commuting area to conduct site visits at various locations, attend training, etc.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to meet medical requirements necessary to temporarily deploy to CLDJ for periods of 2-3 weeks.
  • You may be required to adjust CONUS working hours in order to establish 2-3 hours of real-time phone/e-mail contact with PWD CLDJ contract staff.

Qualifications

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Advising employees on technical and administrative matters to achieve organizational operational objectives; 2) Assigning work to junior employees based on priorities, difficulty of assignments, or the capabilities of employees; 3) Conducting pre-negotiation conferences to negotiate prices, terms, conditions, contract modifications, and settlements; 4) Leading negotiations and resolve problems related to procurement planning, source selection and contract performance; 5) Preparing documentation relative to negotiation and pricing actions; Negotiate prices and execute supplemental agreements; 6) Analyzing contract type to determine sources and methods of solicitation; 7) Conducting price and cost analysis to determine reasonableness of price to make recommendations for the award; 8) Administering orders or contracts by monitoring contract performance, preparing modifications, and determining the necessary course of action to comply with terms and conditions or resolve issues impacting contract performance; and 9) Monitor contract performance to ensure conformance with contract terms and conditions. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
