This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.

Duties

As a Senior Financial Analyst, you will: -Be responsible for identifying and developing Office-wide training programs for staff and clients in such areas as contract administration, underwriting, financing, problem solving, communication and negotiating techniques, project evaluation and monitoring, computer and state of the art technology, and project management. -Be responsible for providing financial management assistance in the implementation of programs assigned to the incumbent's team or Office. -Meet with CPD team members and grantees to enhance the quality and effectiveness of HUD plans and programs. -Ensure that Office financial management systems are fully implemented and used to prevent or identify issues of waste, fraud and abuse.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Providing comprehensive financial management experience with community development programs; AND - Ensuring financial accountability and compliance with federal rules, regulations, laws and policies; AND - Applying general accepted accounting, auditing standards and procedures for conducting grants management oversight; AND - Using financial systems and technology in conducting financial monitoring of grantee activities and audit resolutions, securities markets, investments, and banking. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
