The Insurance Service, which is a Central Office element of the Department of Veterans Affairs (VA) located in Philadelphia, directs, and manages the operation of all VA Government Life Insurance programs. This position serves as the Supervisory for the Insurance Accounting Staff, Finance and Business Integration, VA Insurance Service.

Duties

Record financial transactions, ensure accuracy of the financial data though reconciliation process, establish proper data flow for financial information, and provide advice on best accounting practices. Plan the nature and scope of the accounting program for each organizational element, including a fund control perform reviews of insurance financial reports and accounting records to ensure accuracy, completeness, and compliance with accounting standards. Work with insurance operations to review, update, and document accounting processes, and develop operating procedures and training materials for Accounting Staff that would insure accounting accuracy and system integrity. Monitor fund balances and ensure proper cash flow for the conduct of line programs, government/industry programs, such as those administered by the Office of Servicemembers' Group Life Insurance and the programs and interests of other agencies (e.g., DoD). Coordinate with Office of Financial Management and oversee monitoring of fund balances as required by legislation and regulations to ensure sufficient balances for disbursement of claims. Direct the maintenance of an integrated computerized accounting system using the principles of a double entry, self-balancing set of books Counsel, advise and guide employees; conduct training of staff employees, assigns performance ratings and awards; selects and promotes personnel as appropriate; and controls workload and work distribution.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information. Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as (1) Assisting in the planning and management of an effective financial program; (2) Establishing and maintaining internal controls for management and/or financial systems; (3) Maintaining and ensuring the accuracy of official accounting records and documents and reconciling the general ledger and subsidiary accounts AND; (4) Providing management with financial management and performance information regarding programs and operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
