This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction Office (CWMD). CWMD's mission is to develop strategies to protect the country from threats.
This position serves as the Radiation Portal Monitor Enterprise (RPME) Program Manger which provides oversight of RPME, a Level 1, multibillion dollar portfolio of programs and is responsible for the cost, schedule, and performance of all programs.
This is a non-bargaining unit position.
Duties
As a Program Manager, GS-0340-15, your typical work assignments may include:
Providing supervision, leadership, oversight, mentoring and management of personnel engaged in acquisition program management and other support for procurement for major systems, component parts, kits, and services for all programs managed within the portfolio.
Analyzing and evaluating the portfolio schedule, budget, and performance objectives to develop a comprehensive, time-phased, integrated, and consolidated approach designed to meet mission requirements.
Applying Defense and DHS related acquisition principles in program management to assist with leading Acquisition program teams in life cycle management activities that include, but are not limited to: competitive procurement using innovative solutions and other transactional authorities, requirements maturation, technology development, integrated master schedule (IMS) development and management, cost estimation and tracking, system procurement, test and evaluation planning, sustainment planning and assessment, program analysis, and contract management.
Providing advice and guidance to program managers on the development and execution of acquisition (concept, development, and deployment) plans, growth and development of Program Management skills and training, and all other aspects of acquisition activities.

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
Managing acquisition programs with responsibilities such as management of integrated master schedules, budgeting for and executing program funding, and performing risk management activities;
Identifying issues and developing solutions to cost, schedule, and technical performance risks;
Performing all functions typically associated with first- and second-level supervision of personnel engaged in acquisition program management; and
Analyzing and evaluating the portfolio schedule, budget, and performance objectives.
Substitution of education in lieu of specialized experience may not be used for this grade level.
This position has a Selective Placement Factor (SPF). If you do not provide a copy of your certification with your application, you will be rated ineligible. In addition to the minimum qualifications described above, you must meet the following selective placement factor(s): This is a Critical Acquisition Position and requires certification, at the time of permanent selection, in the acquisition career field of Program Management at the Senior Level III, or (DoD equivalent) DAWIA Acquisition Professional Development Program (APDP) Program Management Level 3 certification.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
