Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as generating and interpreting accounting and financial reports.- OR 1 full year of graduate level education; or superior academic achievement (Superior Academic Achievement Definition) degree in an academic discipline related to this position- OR an equivalent combination of education and experience. To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as performing financial analysis, accounting, and provide financial guidance and advic- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position- OR an equivalent combination of education and experience. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of financial management theories and principles to analyze and evaluate proposed guidance, operating agreements, and state performance in the SRF programs. Knowledge of state and municipal finance theory and principles (particularly tax-exempt securities, banking and money markets) as they apply to various operations of the loan program. Knowledge of accounting and auditing-requirements and procedures germane to the SRF programs including Governmental Accounting Standards Board Statements. Skill in analyzing SRF programs, federally capitalized and non-capitalized programs. Ability to effectively communicate with-states and private auditing firms to ensure an acceptable resolution of SRF audit findings. Ability to analyze and interpret projections of current future bond market conditions. Skill in oral communication. Skill in written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor’s or higher degree from an accredited or pre-accredited college or university in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to this position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology; OR specialized experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
