This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of oceanic and Atmospheric Research (OAR) with one vacancy located in Boulder, CO.
Duties
As a Management and Program Analyst, you will perform the following duties:
- Develop internal controls as a senior analyst, to ensure that the Physical Sciences Laboratory (PSL) programs are in compliance with all federal policies related to the administration of the program (including, but not limited to, financial, budget, travel and procurement).
- Serve as the policy and planning authority, and recommend and implement policies. Assess, formulate, and develop strategies, practices, and guidelines on improving all elements of programs. Conduct assessments of programmatic needs to determine areas of focus, and support daily operational activities, such as action tracking and meeting support, coordination of internal communication, maintenance of databases, and distribution of information. Perform Federal Program Officer (FPO) responsibilities, such as grants administration, coordinating grants competitions and programs, etc.
- Monitor workforce operations, and recommend actions that can be taken to increase efficiency and effectiveness. Engage with the management of the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR) and PSL to share information, plan and review reporting requirements, such as Annual operating plans, performance risk assessments and evaluations. Ensure connections to the Department of Commerce (DOC), NOAA, OAR, PSL Strategic and Implementation Plans.
- Provide expert advice regarding analyses and appropriate strategies for collection of information and data. Develop and independently conduct various management, and cost analyses of program operations. Conduct qualitative and quantitative studies that improve management practices, work methods and efficiency. Perform in-depth analyses on reports pulled from automated systems, and present recommendations for management decisions. Represent the organization at meetings, conferences, etc.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service.
Specialized experience MUST include all of the following:
- Participating in the review of current and planned programs or operations to ensure programmatic strategies are effectively carried out; and
- Analyzing data and developing strategies or guidance for programmatic planning; and
- Reviewing financial and budget data or information in order to compile information used to determine funding needs.
