You will serve as a Lead for the Planning/Project Development Branch, Public Works Department, Norfolk Naval Shipyard of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will serve as the Lead Planner in our Public Works Department. You have a solid foundation in the field of Planning and its relation to the built environment. You understand basic concepts of architecture, engineering, historic preservation, and environmental issues as it pertains to land use; and are able to describe such concepts amongst stakeholders of varied backgrounds. You will contribute to localized short-term, small-scale projects, as well as comprehensive, long-range, multi-million-dollar projects. You will lead projects of large scope and demonstrate strong technical capabilities to provide significant contribution to multiple projects. You will develop and communicate a strategic vision to lead a diverse workforce in meeting project goals. You will determine staffing work schedules and priorities to ensure work performed and completed with established deadlines. You will oversee the preparation of project documentation (e.g., construction project development documents, site approvals, real estate, environmental planning documents) to ensure the efficient delivery of facility planning products and services. You will create architect-engineer project development and planning documents to entail all early project planning elements.

  • If applying as an Engineer (0801/0810/0896 series) or Architect (0808) series, you must possess a current Professional Engineer (PE) or Architect (RA) registration in any state, District of Columbia, Guam or Puerto Rico.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes, as determined by site conditions and applicable safety regulations.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Selective Placement Factor (SPF): If applying for this position as an Engineer (0801/0810/0896 series) or Architect (0808 series) this position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. Note - if applying as a Community Planner (0020 series) registration is highly desirable but not required. n addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Maintains records, prepares reports and communicates to the supervisor work accomplishments, any problems, team training needs, performance management issues; 2) Makes decisions/interpretation of considerable data, planning of the work, or refinement of the methods and techniques to be used in order to advocate recommendations, strategies, and actions to reconcile or resolve novel, conflicting, or controversial issues or policies; and 3) In charge of Public Works facilities planning and programming in order to manage and direct the development of long-range, intermediate and short-term facility programs. 4) Applies consultation and subject matter expert (SME) services as the primary Asset Management Business Line point of contact for the Installation on the assigned area of expertise; 5) Oversee space management analysis, space assignments, real estate requirements, process site approvals, developing 1391 project documentation and supporting environmental documentation and providing updates for and maintenance of the Naval Facilities Assets Database. Education

Applicants for the Community Planning Series (0020)must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You must possess a bachelor's degree in community planning or related field such as urban affairs, architecture, landscape, architecture, engineering, sociology, geography, economics, political science, or public administration. You must also have at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least one year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

Have a combination of education and experience with courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
