You will serve as a CONTRACT SPECIALIST in the CONTRACTING DEPARTMENT of FORCES SURVEILLANCE SUPPORT CTR.
Duties
You will be responsible for performing the full range of pre-and post-award contracting functions requiring different and unrelated processes associated with multiple multi-million dollar Forces Surveillance Support Center (FSSC).
You will be responsible for performing price, cost, and financial analysis for multi-million dollar FSSC contracts.
You will be responsible for the coordination and execution of complex contractual actions.
You will conduct internal quality assurance reviews of the FSSC contract program to ensure compliance with applicable contract requirements, acquisition regulation, instructions, practices and procedures and delegated authorities.
You will provide comprehensive contracting support on Incentive/award fee boards and cost proposal boards tasked with analyzing contractor proposals and determining scopes and cost realism and on source selection boards.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a U.S. Passport.
- This is a Defense Acquisition Workforce position that requires a Contracting Foundational DON acquisition certification.
- The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD instruction 5000.66.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs)every two (2) years, in accordance with DoDI 5000.66.
- Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials.
- Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience in support of projects, programs or assignments providing a requisite knowledge of contracting, acquisition, procurement purchasing or related functions.
Experience working and having in-depth knowledge of pre-and post-award contracting functions from acquisition planning through closeout for operation and maintenance service contracts for state-of the-art radar defense systems.
Experience working with and having a broad knowledge of Federal Acquisition Regulations, Defense Federal Acquisition Regulations, Navy Marine Corps Acquisition Regulations supplement and related guidelines.
Experience working with and having in-depth knowledge of acquisition regulations and practices sufficient to participate in the pre-award and post-award phases of contracting such as planning, negotiation, administration, and close out of contracts.
Experience in government contracting laws and policies and evaluating audit reports.
Experience and knowledge of price/cost analysis techniques and methodology.
Experience working with and knowledge of contract types and provisions such as fixed-price or cost reimbursement and mandatory provisions or clauses and optional clauses.
Experience with program principles and procedures involving diverse aspects of environmental protection, facilities management, security, and contract surveillance.
Experience conducting comprehensive and in-depth briefings to senior FSSC management and skill in oral and written communication.
Experience analyzing cost elements on a wide range of contract proposals, modifications, or terminations.
Experience obtaining and using reports from technical, production, audit and other specialists in evaluating costs and establishing negotiation objectives.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited educational institution authorized to grant baccalaureate degrees.

Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
