PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located in the Bureau of the Fiscal Service; Executive Director, Administrative Resource Center (ARC). As an Accountant (Staff), you will have responsibility for providing analysis and advice regarding the accounting programs, financial systems, business processes, and/or shared services administered by the organization.

Duties

As an Accountant (Staff), you will: Serve as a technical expert and consultant to management, staff and/or customers and stakeholders on controversial, complex, and difficult accounting problems or projects that require escalation; Such issues may require the development of unique or new approaches to address issues that cannot be resolved through more routine and accepted practices. Issues may involve executive or senior management interest and/or high visibility within the customer agencies, other federal agencies, as well as within the Bureau and/or Department. Responsible for the preparation, review, analysis, and or submission of high-profile financial statements that are compliant with governing regulations. In addition, the incumbent is responsible for routine financial, budget, and management reports that are submitted to the Department, OMB, the United States Congress, and other stakeholders. Provide technical guidance to other accountants, and/or external team members including contracted support vendors who may, from time to time, be assigned to task or project groups headed by the incumbent. Train and advise on accounting policies and procedures. This includes reviews of lower graded staff members, peer review, etc. and reviews work performed in the work unit.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your resume. Specialized Experience: For the GS-13 is defined as one year of experience at the GS-12 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade must include: - Independently advise on the effect of new laws, regulations, or requirements; AND - Keep the supervisor informed of progress and potentially controversial matters; AND - Perform various duties that require resolving difficult and complex problems in highly responsible circumstances; AND - Conduct special studies or specialized projects and assignments; AND - Make formal oral and written presentations to upper level management both internal and external to the office and the Bureau. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.

Education

Basic Requirements

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
