About the Position: This position is located at Lower Granite Project, operated by the US Army Corps of Engineers and situated on the Snake River, 32-river miles downstream from Clarkston, Washington. This Project provides hydroelectric generation, navigation, fish passage and recreation. The powerhouse, navigation lock and juvenile fish facility are operated and maintained by 80-85 employees. Lower Granite Project lies in close proximity to the Lewiston-Clarkston Valley
Duties
Serves as a Contracting Officers Representative (COR) for several major installation services, supplies, utilities, and construction type contracts, performing contract administration and surveillance operations.
Ensures that contract specifications, Performance Work Statements, performance requirements summaries, technical exhibits and surveillance plans comply with Federal Acquisition Regulations.
As a Contracting Officers Representative, administers all phases of assigned contracts from inception to completion.
Assists the Army Contracting Center (ACA) in scheduling and conducting site visits for potential bidders.
On behalf of the Contracting Officer, witnesses and certifies for the Government as to the technical acceptance of work and services provided by the contractor.
Uses evaluation methods which provide a systematic and equitable review appropriate to the service as the basis for determining acceptability/non-acceptability of performance.
Maintains contacts with contractor owners and program managers to exchange factual data, secure cooperation to correct deficiencies, and to examine and evaluate contractor performance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- State Issued Drivers License is Required.
- Must be able to obtain and maintain Contracting Officer Representative (COR) certification through training.
- This position requires pre-employment OGE 450 financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes performing multiple segments of the contract management process such as reviewing requisitions and developing specifications; evaluating bids or proposals for compliance with contract specifications; drafting and reviewing contracts; developing standard service contracts for routine services; and ensuring compliance with Federal Acquisition Regulations (FARs.) (NOTE: This experience MUST be well documented on your resume or application package). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
