The Financial Reports Examiners position is located in the Office of the Deputy Director, Office of the General Counsel (OGC), Ethics Staff - Financial Disclosure Office (FDO). The OGC provides legal counsel and services to the Director and AO staff, the Judicial Conference of the United States and its committees, judges, and other court officials.
Duties
This position will report to the Chief of the Ethics - Financial Disclosure Staff in the Office of the General Counsel (OGC). The OGC is seeking self-motivated Financial Reports Examiners to provide high-quality professional staff support, guidance, and assistance to counsel and staff in providing overall support to the mission of the Financial Disclosure Office and the Committee on Financial Disclosure. The incumbents will perform the necessary steps to ensure the successful audit, review, processing, and release of financial disclosure reports filed with the Financial Disclosure Office are consistent with Committee on Financial Disclosure regulations, procedures, instructions, and technical guidance. The ideal candidates must communicate effectively, both orally and in writing and have experience in an executive-level office environment to include dealing with confidential matters, exercising tact and diplomacy, and interacting with high-level officials.
The duties of this position include, but are not limited to:
Providing high-quality professional staff support, guidance, and assistance to the Judicial Conference Committee on Financial Disclosure responsible for implementing the financial disclosure provisions of the Ethics in Government Act of 1978, including excellent customer service to customers within and outside the judiciary.
Using financial disclosure filing instructions, committee guidance, and regulations necessary to assist with the filing, review, processing, and maintenance of financial disclosure reports; and ensuring the timely administrative processing of public requests for copies of financial disclosure.
Assisting the counsel and staff in providing overall support to the mission of the Financial Disclosure Office and the Committee on Financial Disclosure.
Serving as a financial reports' examiner responsible for the initial examination and review of financial disclosure reports; and achieving expertise in the provisions of the Ethics in Government Act of 1978 and the filing instructions.
Performing initial examinations of financial disclosure reports in accordance with applicable instructions and processes; preparing and forwarding necessary correspondence and recommendations to a senior examiner for action and review prior to the reports being forwarded to the Committee member or Staff Chief responsible for final review and certification of the report; and analyzing reports and addresses specific questions posed by colleagues.
Monitoring and processing events in the Financial Disclosure Online Reporting System and other office databases, including logging financial disclosure reports and related activities, monitoring filer status, and generating notices to filers.
Performing redaction of excess information from financial disclosure reports prior to the reports being released to the public; performing redaction of information posing a security threat to filers as approved by the Financial Disclosure Committee Subcommittee on Release and Redaction; and maintaining familiarity with the statutes and regulations related to financial disclosure.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Applicants must have one year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience analyzing, auditing and/or reviewing financial documents; coordinating and providing a broad range of administrative support; and drafting, reviewing, and transmitting notifications and correspondence notices.
