Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Petroleum, Natural Gas and Minerals, Center of Excellence and Expertise. The selection will be made and oversight of this position will be maintained by the Houston Field Office, but the physical location is South Houston, TX.
Duties
Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise in administration to provide advisory and technical services to higher DHS officials within the scope of admissibility, entry and export of merchandise and revenue collection. This position starts at a salary of $113,689.00 (GS-13, Step 1) to $147,793.00 (GS-13, Step 10) with promotion potential to $147,793.00 (GS-13 Step 10).
In this 2nd line Supervisory position, you will become a key member of a team of homeland security professionals responsible for a wide range of admissibility and control requirements. Typical work assignments include:
Supervising and directing administrative work of a group of front-line employees responsible for providing technical expertise about admissibility, control, entry and export of merchandise and revenue collection, post-release processes, and overall management and marketing of various automated systems. Ensures proper fiscal procedures and controls are in place to protect the revenue of the United States.
Providing expert technical advice to higher-level CBP officials on the entry process.
Monitoring and evaluating employees' work products. Establishes or recommends performance standards and evaluations. Counsels employees on performance requirements. Discusses employee progress toward performance goals. Assures employees have a balanced view of their strengths and areas needing improvement in relation to performance expectations. Implements policies intended to improve and develop CBP employees. Ensures that employees are provided with developmental activities to assist them in achieving their full potential.
Planning and scheduling work on a weekly, monthly, quarterly, and longer basis. Sets and adjusts priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Developing and implementing plans to improve the delivery of services, individually and with other Entry Supervisors, and through process improvement teams.
Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Providing expert technical advice to higher-level CBP officials on the entry process.
Evaluating policies affecting entry processes, such as, taking all necessary actions to achieve operational objectives as they pertain to improving the level of trade compliance.
Supervising through subordinate supervisors, a medium to large sized staff, including remotely located employees, and performs a full range of supervisory functions.
Developing and implements plans to improve the delivery of services, individually and with other Entry Supervisors, and through process improvement teams. Recommends adding and deleting services and upgrading facilities and equipment to improve.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/18/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
