This position is located at the Fort Belknap Service Unit in Harlem, MT. The purpose of this position is to direct the Finance Division & serve as an expert resource advisor on financial affairs/revenue for the service unit. The incumbent will report to the Health System Administrator or designee. This position is being re-advertised to solicit additional applicants. Duties

Implements financial systems and policies to identify and manage revenue generation and expenditures occurring within the FBSU. Plans strategies, directs and administers those support activities concerned with general business operations. Provides oversight for the Patient Business Office, Purchase Referred Care Office & Supply/Purchasing Office. Plans work to be accomplished by subordinates and prepares schedules for completion of work; assigns work to subordinates based on priorities and capabilities of employees; evaluates work performance of subordinates; advise or counsel employees on work and administrative matters; interview candidates for positions, recommend appointment, promotion, or reassignment to such positions; hear and resolve complaints from employees; effects minor disciplinary measures, such as warnings and reprimands; identify training needs of employees; approves leave, etc.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENTS GS-13: One (1) year of specialized experience equivalent to at least the next lower grade level. Specialized Experience Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of profession for the occupation in the organization. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Work with executive and management staff to provide fiscal oversight and management of organization, experience with formulation and development of budget estimates, presentation of annual budgets, analyze and execution of approved spending plans; monitor data at all management and departmental levels to provide a fiscal basis for program and organizational adjustments, and the maintenance of effective fund control policies and procedures; supervise or oversee staff to assign work, evaluate performance, provide training, mediate employee complaints, counsel employees. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
