The primary purpose of the Equal Employment Manager is to serve as the senior level manager responsible for the Equal Employment Opportunity/Affirmative Employment (EEO/AE), Diversity and Inclusion (D&I), Alternative Dispute Resolution (ADR), Harassment Prevention Program (HPP), and external Civil Rights (CR) functions of the CTVHCS and supervises a staff engaged in EEO/AE, D&I, ADR, and CR functions.

Duties

The incumbent has oversight responsibility to provide leadership and guidance. S/he coordinates the EEO Program Office. S/he serves as the principal advisor to the Medical Center Director and is the subject matter expert and spokesperson for the CTVHCS in the areas of EEO/AE, D&I, ADR, and external CR functions. Duties include, but are not limited to: Interpretation of policies, laws, and regulations, and the development and implementation of policy and training programs to include, but not limited to the following: Alternate Dispute Resolution (ADR); EEO Training for Managers and Supervisors; Prevention of Workplace/ Sexual Harassment; Reasonable Accommodation; NO FEAR Act, Anti-Harassment, Diversity Program; VHA EEO Intern Program; and the Management and Compliance with Title VI and IX of the Civil Rights Act of 1964, prohibiting discrimination complaints and other workplace disputes. Identifies obstacles and outlines alternative solutions to problems identified. Compiles and analyzes statistical data. Identifies organizational and/or occupational areas that need improvement. Manages Medical Center's ADR Tracker and Complaints Automated Tracking System (CATS) reports for the facility. Conducts root cause analysis for EEO complaints to develop strategies for addressing them. Identifies high volume complaint areas and reviews bases/claims of the complaints. Monitors and maintains the ADR Tracker; assures appropriate action and compliance. Manages Medical Center's Special Emphasis Program. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as advisor to management officials on EEO and mediation processes; Experience interpreting and applying Federal EEO and mediation policies and procedures; Assisting EEO Officials in the complaint process to resolve informal allegations or formal complaints of discrimination; Managing Special Emphasis Programs. Expert knowledge of Federal EEO laws, regulations, Executive Orders, policies, and principles governing external CR functions. Possess advanced skill in the consulting in order to develop, review, and evaluate policies and programs impacting equal opportunity, workforce diversity, and workplace inclusion (Includes reasonable accommodation). You will be rated on the following Competencies for this position: Administration and Management Organizational Awareness Decision Making Leadership Managing Diverse Workforce Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
