The incumbent serves as a Community Planner, with responsibility for assisting the State Director in leading Rural Development (RD) community engagement efforts throughout the state. The incumbent provides professional and technical assistance, expert advice, and guidance for the delivery of community and strategic economic development in the State Office with other Department of Agriculture offices, local governments, and stakeholders. NOTE: THIS POSITION IS NOT REMOTE OR VIRTUAL.

Duties

Serves as a Community Planner, with responsibility for assisting the State Director in leading Rural Development (RD) planning efforts throughout the state. Works with development district offices to effectively combine all sources of funding to meet goals in outlined in the state rural development strategic plan. As subject matter expert advises State Director, Program Directors, Area Directors, and Rural Development stakeholders on community planning. Conducts evaluation reviews of the states performance to determine the effectiveness of community planning efforts and services. Establishes effective working relationships with all area community and economic development organizations. Prepares briefing papers and materials for management, State Director, Administrators, and Secretary.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement, qualified applicants must possess: For the GS-12: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11 grade level; or its non-Federal equivalent that demonstrates: Experience serving as a Subject Matter Exprert (SME) advising State Director, Area Directors, stakeholders on community planning in the development of methodologies, technical standards and guidance including: community systems changes to increase community voice and decrease disproportionate harms caused to low-income communities of color. Experience conducting evaluation reviews of state's performance to determine the effectiveness of diverse and inclusive community planning efforts and Rural Development delivery services.
