About the Position: Serves as Team Leader by providing guidance on methods of procurements, plans, organizes, and disseminates the workload assigning duties to individuals and monitoring performance activity.
Duties
Provide guidance on methods of supply and warehousing performance principles and instructs purchasing agent in the application of newly interpreted and revised rules, procedures and regulations and the adoption of regulations.
Responsible for coordination and oversight of organizational GPC program; Reviews drafts of requests for proposals, contracts, supplemental agreements, and other procurement documentation for issuance.
Ensures all Prime Vendor and Blanket Purchase Agreement (BPA) related logs and registers are completed, and the action is reported in a timely manner.
Receives purchase requests for standard, specialized, and commercial requirements and either solicits price quotations from suppliers or negotiates price when there is only one source of supply.
Plans, organizes, and disseminates the workload assigning duties to individuals and monitoring their performance activity; Determines work priorities and establishes schedules for meeting priority work within time limitations.
Requirements

- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position requires the incumbent to operate a forklift to move, store, and rearrange materials received for various work projects.
- Employee will be required to obtain and maintain any installation and/or DOD license required for the type vehicle being operated.
- This is a Term position scheduled to last 3 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

Specialized Experience: I have one year of specialized experience which includes work that involves 1) Researching and identifying items covered on Blanket Purchase Agreement (BPA) contracts or those items eligible for purchase with the Government Purchase Card (GPC), 2) Soliciting contractors for services in areas such as repair, rental of equipment and tuition payments, 3) Placing orders to appropriate vendors/companies, ensuring delivery and making payment for the goods received, and 4) Utilizing automated procurement systems such as General Fund Enterprise Business System (GFEBS), Access Online and internal databases to prepare and maintain appropriate purchase orders, the Government Purchase Card (GPC) register and to ensure prompt payment and accounting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
