Position is at the full performance level and is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Medical Center (VAMC) in Financial Management Services. Financial services include internal financial auditing, accounts receivable and payable, payroll,cashiering, accounting, budgeting, managerial financial analysis, employee travel and active participation in overall Medical Center planning and decision-making activity.

Duties

Duties include, but are not limited to: Providing top management, as well as all secondary levels of management, with staff advice and assistance in comptroller, manpower, and internal controls matters Consulting with management and advises subordinate activities on major program activities, objectives and goals, priorities, identification of needs, resolution of problem areas, and other matters to assure optimum management of the health care system resources within the framework of legislative, VA and VACO requirements, policies, procedures and guidance Scope of the program includes workload analysis, budget formulation, development and execution management, financial and accounting policy, accounting; management analysis, data oversight, program review and analysis, manpower and workforce structure management and execution of management control programs Planning, reviewing and analyzing all facility operational programs to include supplies, facilities and services Providing an effective system of financial control throughout the health care system Operating in an environment characterized by the presence, in a significant and substantial degree, of both short- and long-range instability due to funding fluctuations and changing program priorities which require frequent and extensive revisions of financial and manpower plans and operations Operating programs and conditions of operations, within a health care delivery system, are such that the Chief Financial Officer must develop new, unique, and innovative methods to deal with a wide range of problems Assuring consistency in the interpretation and application of financial management regulations and procedures throughout the VA Medical Center Providing top management with advice, assistance, and necessary coordination with respect to controversial, inconsistent, or conflicting requirements Conducting and monitoring studies designed to achieve the most effective and economical staffing and utilization of resources Evaluating the financial, manpower and financial systems programs through analysis of program reports, inspection reports, etc. Identifying program strengths and weaknesses, determining causes of deficiencies and resolving problems in coordination with activities concerned Advising the Ex Dir/AD of significant findings or problems of an overall health care system nature, particularly as they relate to the financial position of the health care system Coordinating with representatives of VA and other federal government agencies for the purpose of obtaining and rendering information Representing the VA Medical Center at conferences and meetings with officials from VA and other governmental agencies Presenting the health care system's position, objectives, policies and needs Negotiating agreements designed to be responsive to these needs Advising Executive Leadership (i.e. Director, Associate Directors, Chief of Staff, Associate Director Patient Care Services) on important financial matters; evaluates the financial policies, plans, programs, operations and methods of communication to assure that management decisions include appropriate consideration of their impact on financial resources. Incumbent provides ongoing reports to management to ensure financial accountability across the health care system First-line supervisor for all directorate employees Providing leadership, direction and coordination of financial management, budgetary/accounting management, internal controls, manpower management and management analysis programs Utilizing accounting and funds control systems to maintain proper financial balance and to ensure that management obtains maximum benefit from financial resources without sacrificing efficiency or violating rules or regulations Work Schedule: 8:00am-4:30pm, Monday-Friday Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement Degree - A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (TRANSCRIPTS REQUIRED) Combination of Education and Experience - At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. Includes one of the following: *Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; *A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or *Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement in accounting. provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study or in a related field such as business administration, finance, or public administration; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of governmental accounting operations and requirements including those established by the Government Accountability Office (GA 01), Department of Treasury, Office of Management and Budget (OMB) and the Department of Veterans Affairs and Comptroller General decisions to independently perform a variety of assignments; leadership and management acumen sufficient to direct a comprehensive financial management program for a large and diverse workforce and coordinating information outputs from financial management systems that support management of programs funded by a number of appropriations. You will be rated on the following Competencies for this position: -Accounting Operations -Budget Administration -Administration and Management -Financial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
