This position is located on USDA-ARS-Grand Forks Human Nutrition Research Center: Grand Forks, ND.

Duties

Assures financial and technical performance reports and agreements are closed out. Purchases supplies and services within a timely manner and within budget. Advises management officials on the regulatory requirements for the development and control of all extramural agreements. Initiates the visa process in instances where non-citizens have been selected for Location positions and assures that the appropriate visa clearance has been received before an entrance on duty date is finalized. Ensures all accidents, injuries, illnesses, and environmental releases are properly reported; appropriate forms are prepared; and investigations are performed to identify causes and determine corrective actions Coordinates the following: capital improvements, land purchase, repair and maintenance program, energy retrofit program, real property inventory, real property asset management and costs, space planning and utilization, and telecommunications service Assists with preparing and justifying budget requests.

Requirements

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: 52 Weeks at lower Grade Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Requirements: GS-9: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a Specialized Experience: For the GS-09, this includes one year of experience comparable to the GS-07 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is: Administering administrative policies and procedures for an organization; Performing budget administration duties for an organization to include developing the yearly budget; and Being involved in the federal hiring process. Specialized Experience: For the GS-11, this includes one year of experience comparable to the GS-09 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is: Financial management or procurement; tracking monetary expenses for an office Preparing reports or administrative documents Informing employees of human resources rules, policies, regulations, or procedures.
