This is a bargaining unit position with AFGE Local 228.
This is not a drug testing designated position (TDP).
This position is located in the Small Business Administration, Office of Field Operations - Region V in Detroit, MI. The OMS serves as a member of the District Office Team in a defined capacity and is an important contributor to the District's overall success. At this level, OMS resolves conventional problems and may be assigned portions of more broad assignments by a supervisor.
Duties
Conducts required face-to-face partnership visits with economic development officials, lending institutions and representatives of independent organizations for the purpose of identifying opportunities to deliver SBA programs and services.
Identifies and develops opportunities for events, strategic alliances and co-sponsorships between SBA and community organizations to foster economic development in the local market.
Assists in reviewing efficient deployment of tax dollars of SBA programs grantees, and the effective and complaint use of funds by grantees.
Conducts outreach events and presentation/trainings and ensures their alignment with SBA and District goals and objectives.
Markets SBA programs and services through outreach, training and education to various organizations and small businesses.
Conducts outreach, training, education, development, lender recruitment, and consultation with all lenders in the District.
Requirements

Qualifications
GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector that includes: assisting in the development of marketing strategies for programs and services for growth and development of a customer base; delivering outreach, training, presentations and education on a variety of business management, financial management or lending topics related to small business; and managing collaborative alliances and partnerships with a variety of business development partners. These qualifications must be clearly referenced in your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GS-11: A Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination of Experience and Education:
GS-11: A combination of related graduate education and specialized experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
