The Engineering Technician will be assigned to Engineering Service, VHA Central California HealthCare System (VHACCHCS), Veterans Health Administration, Department of Veterans Affairs, Fresno, CA.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Database Management: Monitors the external Drawings library and CAD files, insures backup files of all computerized drawings and notes. Acts as the Contracting Officers Representative (COR) which is the primary interface to the servicing contractor that maintains the electronic file database for the as-built files (INDUS Systems). Monitors the Capital Asset Inventory (CAI) database for this facility, insures updates are input to the system accurately and in a timely manner in order to meet all VA CAI Inventory requirements. Monitors the Facility Condition Assessment (FCA) database for this facility, Ensures updates are input into the database accurately and in a timely manner in order to meet all FCA requirements. Assists in maintaining the official record drawings of this Health Care System in both hard copy and ACAD versions keeping both in a current and up-to-date condition, initiating changes as they occur. As-Built Process Tracking: Monitors and tracks the as-built drawing process for the Projects Engineering. Prepares/reviews/modifies drawings, layouts and plans as directed for proposed additions, improvements, alterations, modifications, repairs, equipment installation and new construction using AutoCAD as well as hand drawn techniques. Procurement: Prepares procurement documents for Macro purchases, such as purchase requests, prepare solicitation packages, prepare supporting documentation for contracting, complete/ route Information Security documentation, and enter in new requirements into the eCMS contracting database. Manages Micro purchases to include procurement procedures supporting purchase transactions such as purchase cards, delivery orders, purchase orders and simple contracts. Project Tracking: Tracks/reports status of NRM projects under construction or being completed by Projects Engineering on the monthly Project Tracking Report on the VSSC website. Program Administration and Timekeeping: Tracks the Projects Section, In-House Construction programs budget spreadsheet, obligations on the Roger Johnson report, salary transfers, micro purchase transactions and budget report to Chief of Projects. Provides training and monitor initial and reoccurring training requirements for Projects Engineering. Monitors timekeeping for Projects Engineering In-House Construction; processing timecards, entering man-hours into VISTA system, and updating programs documentation. Monitors Project Engineering contract and intermittent employee's hours. Processes required timekeeping actions and notifications prior to expiration of employment. Other Duties: Acts as COR on projects less than $100,000 as assigned. Performs other duties and/or special projects as assigned. Qualifications

Basic Requirements: Having one (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the next grade level in the Federal Service. Engineering Technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Examples of qualifying specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. OR EDUCATION: Successfully completed two (2) full years of graduate education or a master's degree directly related to the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, eighteen (18) semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPT REQUIRED) OR COMBINATION OF EXPERIENCE AND EDUCATION: having the equivalent combinations of specialized experience and successfully completed graduate education as described above to meet the total experience requirements to qualify at the GS-9 level? (TRANSCRIPT REQUIRED) AND In addition, you MUST have specialized experience that includes knowledge of construction engineering; preparing drawings using Computer Aided Design Drafting (CADD); and monitoring construction project contracts. SPECIALIZED EXPERIENCE GS-9: having one (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, this experience must have been equivalent to at least the GS-8 grade level in the Federal Service. Specialized experience also includes, having knowledge and experience Computer Aided Drawing/Drafting Systems (CADD); such as AutoCAD; engineering and architectural drafting techniques, construction cost estimating methods, master specifications, and various Life Safety, NFPA, NEC, and other applicable codes and regulations; understanding of standard construction methods, materials, and practices of a variety of craft disciplines; and construction standards, Engineering Service Policies & Procedures, other government regulations, such as OSHA, EPA, NFPA, etc., Facility Management guidance, such as H-08-1, manufacturer's catalogs, handbooks, files and drawings of previous projects. Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Computer SkillsFinancial ManagementManages and Organizes InformationProject Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
