This position is located within the Fiscal Service, Travel Management Office at the Stratton VA Medical Center in Albany, NY. The Voucher Examiner acts as the facility voucher auditor/accounting technician and employee transportation assistant, preparing travel orders, authorizations, expense vouchers, and coordinating the Fed Travel Management Program. The Voucher Examiner is also in charge of the government travel card program and responsible for Beneficiary travel support.
Duties

Duties include, but are not limited to, the following:
Ensures obligated and paid documents are accepted in the Financial Management System (FMS) by comparing the accepted daily listing (ADL) with the processed documents;
Reviews documents to ensure their accuracy and are authorized in conformity with existing regulations;
Processes documents such as tort claims, beneficiary travel, bene-transit payments to employees and vendors;
Reviews and ensures funds are not needlessly encumbered;
Reconciles deposits;
Gathers and prepares documentation for fiscal audits;
Prepares travel authorities through travel system, promoting/coordinating the issuance of Government Travel Cards and establishing employee files in the FMS payment system;
Prepares requests for travel advances, prepares travel authorities, purchases airline tickets, analyzes travel itineraries/tickets, prepares audits, processes travel vouchers, and clears travel advances;
Formulates the most convenient and economical travel arrangements;
Advises employees on conditions and requirements under which allowances are payable and provides information of ways to avoid excess cost or misuse of government funds;
Verifies that all expenses are authorized as per Federal Travel Regulations and documented with receipts as required; and
Performing other related duties as assigned.
Work Schedule: Monday-Friday; 8:00am-4:30pm

Qualifications
To qualify for this position at the GS-6 level, you must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Voucher Examiner, and that is typically in or related to the position to be filled. Specialized experience includes examining invoices, vouchers, claims and other requests for payment for accuracy; processing and assembling vouchers and supporting documentation; assisting with submission of various reports for vouchers, payments etc.; examining and correcting rejected documents to ensure replenishments and deposits; processing claims, beneficiary travel, and bene-transit payments; and performing a variety of travel assistance duties such as making travel arrangements and preparing all paperwork. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
