This position is located in the Department of Homeland Security, United States Coast Guard, Director of Operational Logistics, Base Portsmouth, Procurement and Contracting, Portsmouth, VA.

Duties

The role of this position, at the full performance level, is to purchase technical complex supplies and services, using Simplified Acquisition Procedures and as Contracting Officer Level I. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:- Analyzing all assigned requests for procurements received for adequacy, competition and making determination methods of procurement.- Contacting originating office for additional information as necessary or returning procurement request to originating office for correction as appropriate.- Preparing solicitations to comply with regulations and ensuring that the requirement for adequate competition is satisfied.- Monitoring contract administration until final delivery and payment are completed and the contract is closed and retired.- Provides training to field personnel enabling Coast Guard customers to perform their operations.

Requirements

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • A one-year probationary period may be required
  • This position requires a National Agency Check with Inquiries (NACI).

Qualifications

Candidates at the GS-09 level must have at least one full year of specialized experience equivalent to the GS-08 level in the federal service. Examples of specialized experience for the GS-9 level include procuring materials, supplies, equipment, and services within the small purchase limitations; soliciting quotes from suppliers and negotiating with them by phone; writing invitations for bid or requests for quotations to potential suppliers; adapting special clauses and regulatory requirements to purchases above a predetermined dollar amount; evaluating responses to quotes/bid solicitations; ensuring that requests for procurements are clear and precise; compiling bidder's lists; performing procurement research for requisitioners; preparing technical correspondence; locating technical or hard-to-find items; initiating follow-up actions; and issuing orders against Federal Supply Schedules and term contracts.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
