Duties
This position is located in the Interagency Solutions Group (ISG) of the Federal Prison Industries. Responsible for contract administration, price quotes, data management, customer relations management and contract proposals for the group. Serves as the initial contact for all customer inquiries on contracts and interagency agreements negotiated in the Central Office. Reviews written solicitations which include technical item descriptions and product specification, delivery schedules, manufacturing costs and reporting requirements. Facilitates conformance of all functional areas to established requirements which will enable FPI to meet the end user’s requirements of quality, cost, competitiveness, and on time delivery. Responsible for resolving problems between the functional areas, the customer and Federal Prison Industries. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staffs correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. GS-12: There is no substitution of education for specialized experience for this position. Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
GS-11:
Experience in assisting in determining the feasibility of manufacturing in new or exciting factories.
Experience in assisting with the field locations and routine operational decision.
Knowledge of policy of operating instruction, technical publication Federal Acquisitions Regulations.
GS-12:
Experience in maintaining a customer services, marketing, and/or sales program for a factory
Experience in contract administration, to include serving as the initial contact for customer inquiries, reviewing solicitations, contract proposals, and monitoring the contract review process.
Experience in responding to customer inquiries and resolving problems in a timely manner to ensure that the mutual goals of the customer and Federal Prison Industries are met.
OR Combination of Education and Experience: GS-11 Only: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.
