The primary purpose of this position is to serve as a MAJCOM Subject Matter Expert (SME) providing technical and/or safety guidance expertise through safety program evaluations of fully developed and diverse aviation safety and risk management programs at Numbered Air Force (NAF), Direct Reporting Units (DRUs), centers and wings. Assigned duties specifically (Cont. below)

Duties

Summary Cont.: require prior AF military fixed-wing rated aviator (e.g. pilot or navigator of tanker or airlift aircraft) experience to successfully accomplish tasks. Duties: Serves as a MAJCOM SME utilizing expert knowledge of aviation safety principles, laws, directives, instructions, and precedent decisions to provide technical and/or safety guidance. Drafts command policy, goals, and guidance coordinating applicable work efforts with Air Force Safety Center (AFSEC), Federal Aviation Administration (FAA), and other MAJCOM safety staffs for implementation into aviation safety programs. Functions as a recognized expert technical safety consultant and authority in safety analysis of aviation operations and systems spanning a broad spectrum of hazards, aerospace vehicles, and highly complex and hazardous situations. Plans, develops and administers a comprehensive mishap analysis capability. Represents the command's position on aviation safety and risk management issues at meetings, councils, seminars, and conferences sponsored by AFSEC, MAJCOM/DRU/ Forward Operating Agencies (FOAs), DoD, National Transportation and Safety Board (NTSB), Federal Aviation Administration (FAA), and other federal agencies or industry constituents.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Safety and Occupational Health Management Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Expert knowledge of aviation safety concepts, principles, laws, regulations, standards, practices, and precedent decisions which provide the capability to recommend substantive program changes or alternative new courses of managerial action requiring the extension and modification of existing aviation safety management techniques critical to the resolution of complex aviation safety management problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of aviation safety and risk management principles, practices, procedures, laws, directives, instructions, and current legislative issues as they relate to the Air Force aviation safety and risk management program. Applying prior AF military fixed-wing rated aviator (e.g. pilot, navigator tanker or airlift) experience to inform all actions, research, analysis, decisions, and recommendations. In-depth knowledge of mandatory federal and international aviation safety standards and other nationally recognized safety guidance sufficient to determine the need for inclusion in, and supplementation of AF safety standards. Knowledge of communication techniques, principles, and regulations to communicate effectively both orally and in writing, in responding to work-related problems and questions. Skill to identify problems and develop innovative solutions. Ability to research multiple standards dealing with one topic and consolidate requirements into one requirement for MAJCOM application. Ability to review mishap data, perform data analysis, and develop required AF, DoD, and NTSB reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
