You will serve as a Management Analyst in the USU Manpower Directorate of UNIF SRVS UNI OF THE HLTH SCI.
Duties
You will provide expert management advisory service on the economy, efficiency and effectiveness of organizations.
You will develops, implements, and administers the manpower program.
You will analyzes mission plans and accomplishments, organizational structures, work processes, manpower utilization, etc.
You will provide technical guidance and advice on projects, applying qualitative and quantitative methods to improve effectiveness and manage workload.
You will compile and evaluate data and develop recommendations for changes in work methods, organizational structures, mix of personnel (civilian, military and contractor), and management processes to improve the efficiency and economy of operations.
You will conduct on-site visits to collect work measurement data, validate data collected in advance, prepare flow process charts, examine work distribution methods, and otherwise develop information on which to base analyses.
You will develop and recommend policies and procedures for the efficient management of USU manpower requirements, resources and authorizations.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing manpower and manning systems to manage manpower programs; 2) Evaluating manpower programs for efficiency and effectiveness of operations; 3) Implementing manpower programs in support of organization mission and objectives; and 4) Developing solutions to manpower issues.
