***THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.*** This position is for a General Engineer, Position Description Number T5904800 located in the Civil Engineer Squadron of the 116th ACW, located at Robins AFB, Georgia. This is a full time Permanent position that DOES NOT require a National Guard commitment. Area of Consideration: All United States Citizens.

Duties

As a General Engineer GS-0801-12, you will: Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Responsible for the acquisition, construction, maintenance, repair, and operating ofreal property facilities, and provides related management, engineering, and othersupport work. Specifically, this includes (a) acquisition, accountability, and disposal of real estate; (b) planning and programming of total requirements for the maintenance, repair, and construction of facilities including financial management of facility programs; (c) provision of basic utility services; (d) maintenance and repair of structures and associated equipment; (e) furnishing snow removal, pest control, fire prevention, and engineering services activities. Exercises authority in planning, directing, controlling and coordinating architectural or engineering activities. Directs total operations through subordinate civilian supervisory and non-supervisory personnel. Plans, schedules and assigns work; establishes and monitors internal controls; and ensures uniform application of regulations, policies, directives, and professional engineering practices. Considers a variety of elements in determining funds available, contour of land, soil condition, weather and its effect upon building material, new engineering concepts, USAF Guides, etc. Utilizes program and planning documents in determining real property facility requirements for programmed units and activities within the installation. Accomplishes long and short range planning for replacement of facilities or equipment including contingency operations for potential war or domestic emergency conditions. Oversees development and time phasing of operations and maintenance of real property facility and construction programs to ensure assimilation into the overall installation program. Responsible for implementation of the "total programming" concept for maintenance, repair, and construction of facilities. Advises on and reprograms activities to meet changes in mission and/or objectives requiring Commanders decision on phasing of specific activities and/or coordination with other activities. Represents the Base Architect/Engineer at meetings and conferences with HQ ANG and intermediate command staff, Commanders and staff representatives of tenant organizations, Division and District Engineer representatives of the Corps of Engineers and Naval Facilities Engineering Command, metropolitan airports commission staff; FAA, Veterans Administration, highway department representatives; Federal, states, and city Environmental Protection Agency representatives. Coordinates on plans, exchanges information, recommends policy or procedures and keeps apprised of new architecture and engineering developments. Makes decisions in line with prior ANG Base policy and planning, such as priority of new construction, acceptance of completed work, facility disposal, real estate acquisition, utilization, or disposal actions. Plans required organizational structures to establish the essential functional elements necessary to carry out architectural/engineering responsibilities most effectively and economically. Perform other duties as assigned.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as: Provides supervisory (less than 25%) and technical assistance to the Base Architect/Engineer in overseeing and managing the engineering shops and production control function. Provides technical support to all assigned sections. Provides guidance to these sections on standard and code requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
