THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an ATTORNEY-ADVISOR (GENERAL) - TITLE 32, Position Description Number PDD0291P01 and is part of the KY COA, National Guard.

Duties

As an ATTORNEY-ADVISOR (GENERAL) - TITLE 32, GS-0905-12, you will provide full-time professional legal support to the State Adjutant General, staff elements and subordinate units of the KY Army and Air National Guard, as well as to the KY USPFO. Provide professional legal advice and opinions concerning federal laws and regulations, and the federal mission of the KY NG. Serve as litigation point of contact for KY NG. Prepare litigation reports, briefs, pleadings and other documents. Act as the State Adjutant General's representative in third-party proceedings under the Federal Labor-Management Relations Statute. Review technician collective bargaining agreements for legal sufficiency. Serve as claims officer for KY NG. Prepare claims reports for the processing of claims by the appropriate claims office. Participate as Staff Judge Advocate to the Convening Authority in KY NG courts-martial and as legal adviser or counsel in administrative board proceedings. Review Reports of Survey, Line of Duty determinations, contracts, procurement actions and real property matters, and similar administrative proceedings for legal sufficiency. Draft contracts, agreements and real property documents. Prepare and present legal training for judge advocates and for other personnel. Act as legal assistance officer for KY NG members by providing the assistance and guidance on issues such as domestic relations, wills, estates, nonsupport, indebtedness, landlord-tenant relations, powers of attorney, immigration/naturalization procedures, insurance matters, general contracts, personal property law, etc. Perform other duties as assigned. Qualifications

MINIMUM REQUIREMENT: A bachelor of Laws OR Juris Doctor degree in law (LLB or J.D) issued by an American Bar Association accredited law school -AND- Be a current member of a bar with a valid license to practice law in the highest court of any U.S. state, commonwealth, territory or the District of Columbia SPECIALIZED EXPERIENCE: Must have at least 36 months experience as a professional Attorney-Advisor. Knowledgeable of the Army National Guard and Air National Guard mission requirements. Ability to recognize and identify complex constitutional, state-federal, and/or military-civilian jurisdictional issues and articulate them in the appropriate forum or context. Experience conducting legal research in connection with cases pending administrative hearings, trials, or appellate courts. Experience researching and providing legal advice in functional areas such as Administrative, Labor, Litigation, Domestic Operations Law, Ethics, or equal employment and affirmative action programs. Experience conducting legal research, investigation and negotiation, and provided legal advice, opinions, recommendations and legal memoranda. Experience influencing managers or other staff officials to accept and implement findings or recommendations. EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment.
