This position will support the Federal Government's response efforts to COVID-19. This position is located in the Administrative Services Facilities Management Branch of Inscription House Health Center, substation of Kayenta Service Unit, which includes health center at Navajo Mountain, 21 units of staff living quarters at Inscription House and 4 units at Shonto. The incumbent reports to the Health System Administrator.

Duties

The incumbent: Personnel Management: Function as an effective supervisor, assigning work, evaluating output, training, counseling, etc. Planning: Includes annual planning for service unit through Facility Work Plan to anticipating maintenance and repair needs far enough in advance to procure supplies to assure orderly workflow and minimize barriers to accomplishment of Service Unit mission. Standard of Operations: Maintains working knowledge of The Joint Commission (TJC) Manual for Business Occupancy Health Care and its annual changes as they relate to facilities management. Acts independently to correct minor deficiencies but identifies and makes recommendations to higher management regarding the correction of major deficiencies through Life Safety Code Surveys. Budget: Manages department in a fiscally responsible manner to accomplish goals of Facility Work Plan and Service Unit mission. Bio-Medical Equipment: Designated as Bio-Medical Engineering Liaison. Preventive Maintenance: Develops, implements, oversees, and works in a preventive maintenance program covering all structures, equipment including biomedical, utility systems, road, grounds, and other facilities. Serves as the Contracting Officer's Technical Representative (COTR) for various supplies, equipment and service contracts and other projects as assigned. Miscellaneous: Provides consultative services to Health System Administrator and Facility Manager on equipment operation and repair, in-service education, safety practices, preventive maintenance and utility service.

BASIC REQUIREMENT(S): In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS FOR WS-09: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C. Your background must demonstrate experience in a variety of maintenance and trade-related fields such as carpentry, plumbing, HVAC, painting, and other skilled/unskilled work. Physical Effort/Requirements: The work requires regular and recurring periods of standing, walking, bending, stooping, kneeling, and climbing; frequently handles objects weighing up to 100 pounds and continually handles objects weighing up to 20 pounds. May periodically crawl through attics, crawl spaces, and other cramped spaces. Encounters electrical and infectious or contagious hazards. The incumbent is required to maintain a current driver license, as the position requires occasional travel throughout and within the Service Unit area by government vehicle. Screen-out Element: Ability To Lead Or Supervise 3 or more other workers in maintenance mechanic positions completing the following tasks: Assign work to subordinate staff, plan and distribute workload, inspect work in progress, train or instruct subordinate staff, and report to supervisor on status and progress of work, initiate disciplinary actions for insubordinate behavior, initiate requests for personnel actions, such as promotions, reassignments, and details. Additional examples include: working independently in a wide range of Maintenance activities, ensure maintenance and/or facility operations are carried out in accordance with appropriate policies and procedures. Use and apply standard building techniques, practices, and codes, read and understand blueprints, sketches and schematics, read and understand work orders in order to complete assigned work. Managerial Abilities: Candidates must have demonstrated in their work experience or training that they possess or have the potential to develop the qualities of successful supervision, as required by this position. Supervisory Competencies: Candidates should possess proficiency or the potential to develop proficiency in these supervisory competencies: Accountability Customer Service Decisiveness Flexibility Integrity/Honesty Oral Communication Problem Solving Written Communication Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
