Incumbent functions as the Automated Data Processing Application Coordinator (ADPAC), supporting training in the use of and implementation of the Computerized Patient Record System (CPRS). Provides ADP/VISTA support training and coordinating with each section on the integration and the consistent implementation of various programs, routines and procedures at the service level. Responsible for developing and implementing training.

Duties

Troubleshoots computer problems at the service level; acts as liaison between the Service and OIT/IRM and makes recommendations to both the Service and IRM as appropriate Provides corollary support to nursing and other areas that work within Service areas Identifies the need for the development of templated notes. Identifies and recruits appropriate clinical staff to develop templated notes once the need for such is determined Represents the Service at CPRS committee meetings and advocates on behalf of the service Communicates all relevant and pertinent information and actions determined by the CPRS committee to the supervisor Designs and implements training programs for all Service Staff including residents, interns, fellows and medical students for the entire range of applications and packages, including CPRS, Health Summary, Progress notes, Clinical Reminders, Surgery Package, etc. Formulates, plans, and oversees data validation activities Prepares recurring and non-recurring reports for presentations within the Service, other services, and/or medical center committees Performs statistical analysis including trending of data, identifying outliers and analysis of data to distinguish trends from outliers and creates graphical depiction of same for presentations within the Service, to other medical center committees and to VISN leadership Interfaces with Decision Support System, Pharmacy, Coding, Billing, Dental, Surgical etc., software packages and obtains data required to support Service operations Acts as liaison between Service Section Chiefs, Clinical Service Chiefs and the Information Management Service regarding clinical information within the Service Determines required access for clinical staff, requests clinical menus and assigns same where applicable Responsible for learning and providing training in other services' menus that impact the Service Also assists in determining equipment needs and training requirements Works directly with section chiefs and support personnel to assure ongoing progress with performance improvement efforts and documentation of efforts including monitoring reporting as well as maintenance of comparable levels of care throughout the facility Tracks clinic no-shows and missed opportunities using currently available reports and new reports to be defined Performs other related duties within reason. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023. Time-In-Grade Requirement: The Computer Clerk and Assistant Series, 0335, is a one-grade interval support and assistance occupation. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of the application of the VISTA and CPRS systems. Knowledge of equipment and software systems in the medical center. Overall knowledge of the medical centers functional and organizational relationships. Familiarity with requirements of JCAHO, agency review systems, etc., particularly as they relate to inpatient and outpatient services using VISTA/CPRS programs. A comprehensive knowledge and understanding of the Service programs and the mission and goals of the medical center's health care delivery system is essential. Knowledge of the application of the Microsoft Office Software package as it applies to office automation in the service and must be familiar with the total Record System Management necessary for the retrieval, use and correction of date. Knowledge of statistical analysis and ability to trend data, identify outliers and analyze data to distinguish trends from outliers and ability to create graphical depiction of same for presentations within the Service, to other medical center committees and to VISN leadership. Possess the ability to make decisions based on knowledge of different software packages and the job to be accomplished. Basic understanding of medical terminology and processes including the relationships of clinical service to the mission and objectives of the medical center. Must have knowledge and skill in dealing and relating with both professional and administrative staff and communicate effectively and provide clear instructions and interpretations. Ability to prepare and write instructions, and to develop and present service policy guidance as necessary. Must also be competent both orally and in writing to accomplish assignments and maintain effective working relationships. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts. Must be able to readily read computer screens and small text. No special physical demands are required to perform the work. Work Environment: The work involves the common risks or discomforts, requiring normal safety precautions typical of offices, meeting rooms, libraries and the like. When setting up workstations or installing computer equipment, the incumbent must observe common electrical safety practices. The employee must apply knowledge and reasonable precautions to avoid personal injury or damage to the equipment.
