Incumbent serves as an Accounting Technician in VISN 6 Centralized Finance Service (CFS) in Roanoke, Virginia. Maintains General Ledger Control Accounts and Subsidiary Records for Medical Care, Facilities, Administration, and Information Technology appropriations, Research, General Post Funds and Suspense Account Funds for VAMCs, Community Based Outpatient Clinics (CBOC's), Vet Centers and contracts with other facilities.
Duties
Major duties include, but are not limited to:
Performs budget administration support, financial systems support, accounting technician, accounts payable and maintains overall control for Accounts Receivable.
Audits and maintains financial accounts and accounting data daily and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data.
Verifies and classifies many types of financial transactions daily involving the operations to including processing corrective actions for erroneous conditions.
Determines daily the proper cost centers, budget object codes (BOCS), revenue source codes, transaction codes, transaction types, fiscal year(s), appropriation funds and fund control points (FCP).
Research discrepancies between ledgers and make adjustments.
Reconcile detailed listings of outstanding transactions to general ledger control accounts.
Maintain control accounts and subsidiary accounts and process accounting transactions for a wide variety of functions including obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, earnings, rejected transactions, and other accounts in connection with the general ledger.
Certify and audit payments to ensure compliance with terms.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5 and for a GS-7 position you must have served 52 weeks at the GS-6 grade. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS5 in the normal line of progression for the occupation in the organization. Make sure your resume supports your responses that you select. Examples of specialized experience would typically include, but are not limited to:
Clerical or technician work requiring knowledge of the basic and commonly used accounting, budget, or other financial management procedures, methods, and techniques associated with and supporting the work of professional accounting.
Recurring assignments requiring the ability to use and understand accounting terminology.
Following accounting tasks, methods, and procedures that are laid out in published or oral instructions and covered by established precedents or guidelines.
Reviewing transactional documents to insure all required information (such as signatures, schedules, bills, accounting codes, etc.) is present.
Classifying accounting transactions that include verifying the accuracy and completeness of the accounting data.
Entering data into accounting systems, correcting invalid/incorrect entries, and preparing trial balances to check the status of accounts.
Preparing transaction summaries, and control documents or other posting documents reflecting entries to be made.
GS-7 Specialized Experience: To qualify for the GS-7 Accounting Technician position, you must possess the specialized experience that equips you with the knowledge, skills, and abilities for this position at, above (or) equivalent to the next lower grade level (GS-6). Make sure your resume supports your responses that you select. Examples of specialized experience would typically include, but are not limited to:
Technician work requiring extensive knowledge of a body of standardized regulations, requirements, procedures, and operations associated with and supporting the work of professional accounting.
Performing a full range of accounting, budget, and financial management support duties related to recurring or standardized transactions (e.g., auditing cash processing documents for completeness; verifying the availability of funds by account and obligating necessary dollar amounts).
Using one or more automated databases associated with a specific accounting, budget, or other financial management function sufficient to input a range of standard information or adjustments, understand recurring error reports, and take corrective action.
Preparing synopsis of audits and generating a variety of financial reports.
Reviewing purchase orders, contracts, travel orders, and other claims against obligated funds.
Monitoring accounts and sub-account balances, reviewing postings to ensure accuracy, and recommending appropriate corrective action.
Reviewing efficiency of clerical processes and compliance with prescribed procedures, developing recommendations for improvement; and working with other accounting/administrative staff to implement corrective actions and coordinate plans to prevent future errors, delays, or other complications regularly occurring during a transactional cycle.

Physical Requirements: The work is mainly sedentary, but may require walking, bending, standing, and/or carrying of light items such as files and manuals. The work does not require any special physical effort or ability.
