This Administrative Officer (AO) is located in Community Care Service and reports to the Chief of Community Care, who reports to the Associate Chief of Staff at the VA Palo Alto Health Care System (VAPAHCS), which is a major tertiary care referral center with three inpatient divisions and a network of four community-based outpatient clinics (CBOCs).
Duties
The AO of Community Care Service is independently responsible for administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of community care.
Major duties and responsibilities include, but not limited to:
Provides financial information and analysis to leadership.
Provides personnel and administrative support to all Community Care Service staff.
Leading participant in administering programs concerning such matters as staffing, recruitment, equal opportunity, merit promotion, and position management.
Participates in developing both long and short-range policies and plans for the organization by coordinating the administration needs of Community Care Service at VAPAHCS at the highest and front-line level.
Discusses, investigates, and responds to employee grievances and dissatisfactions to resolve conflicts.
Administer the internal review, quality, and productivity initiatives for community care at VAPAHCS.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-11 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation; assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources. Develops and utilizes extensive community relationships/partnerships with individuals, health providers, foundations and external support services. Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.
GS-12 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Must have experience working in a healthcare setting. Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation; assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources. Coordinates and expands use of all pertinent resources available for patient care, developing and utilizing extensive community relationships/partnerships with individuals, health providers, foundations and external support services. Provides program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed in order to carry out assigned tasks. Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives; and ensures compliance with all applicable accrediting organizational standards.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is generally sedentary in nature, sometimes requiring light lifting. The work may require some travel for local or national meetings.
