The position is in Community Care Service. The primary duties of the Lead Trainer Medical Support Assistant (MSA) are to ensure the training of the other employees of the team are current and to perform a variety of support functions in connection with the care and treatment given to patients through Mission Act. The Lead Trainer MSA works closely with all staff members performing the training details that are essential to the orderly and efficient accomplishment of Care in the Community goals.

Duties

The Lead Trainer MSA performs a full range of duties. The Lead Trainer MSA is responsible for training on scheduling appointments, including interpreting and verifying provider orders in accordance with VHA national scheduling guidelines. Trainings at this level include, but are not limited to: scheduling, canceling, re-scheduling patient's appointments and/or consults; entering no-show information; ensuring encounter completion to include records request to obtain appropriate workload credit, and verifying and updating demographics. All MSA's will actively assist the organization in meeting performance measures, collecting information that allows the organization to collect revenue and maintain all policies/procedures/operation manuals to meet Joint Commission (JC) and other VHA Quality Assurance (QA) standards. The Lead Trainer MSA uses computers to perform a wide variety of record keeping, correspondence, and tracking operations to include inputting, deleting, retrieving, manipulating, and correcting information in databases or automated records. The Lead Trainer MSA operates a computer keyboard and printer to perform office automation duties, using a variety of software packages. The MSA creates, copies, edits, stores, retrieves, and prints a variety of narrative and tabular material. The MSA is able to prepare documents using the proper format, create form letters, and perform grammar checks. The Lead Trainer MSA answers routines inquiries providing information about the office, its functions, and standard operating procedures; and makes appropriate referral of questions concerning patients' conditions. Keeps time and attendance records. Schedules appointments and/or coordinates staff meetings, reminds supervisor/staff members of the subject matter prior to the meeting, and makes administrative arrangements as required. The Lead Trainer MSA works collaboratively in an interdisciplinary coordinated care delivery model (example CITC Nurse Team). They develop/maintain effective and efficient communication with the patient, interdisciplinary team, VA medical centers, and other agencies. Other assignments at this level include, but are not limited to: participating in team huddles and team meetings to manage and plan patient care; setting priorities and deadlines, adjusting the flow and sequencing of the work to meet team and patient needs: may work with the team to reinforce the plan of care and self-help solutions and entering appropriate information into the electronic record; participating and providing input in problem solving on operational issues or procedures in team meetings, performing administrative follow up actions; participating in and independently following up on team huddles by sharing information and collaborating with the medical team to assure continuity of care. Educates providers about shared patients (those who receive their care at multiple VAs or those who have care in the community) and bringing to the attention of the provider. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education: (1) Experience - Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-7 Grade Determinations: For Lead Medical Support Assistant, GS-7: One year of experience at or equivalent to the next lower grade level GS-6. In addition to the Basic Requirements for employment listed above, the following experience criteria must be met when determining the grade of candidates for Lead Medical Support Assistant GS-7: Experience. One year of experience equivalent to the [GS-6] grade level. Specialized experience includes but not limited to: Provides specialized/expert administrative patient support and leadership to MSAs; performs duties related to the receipt, intake, and indexing of health and administrative information; works collaboratively in an interdisciplinary coordinated care delivery model (i.e. PACT) and performs receptionist duties, customer service and other duties assigned for the proper and timely treatment of patients and maintains appointment schedules for one or more outpatient clinics. Demonstrated Knowledge, Skills, and Abilities (KSA). Candidates must also demonstrate ALL the KSA listed below: Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff. Ability to provide staff development and training. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
