Duties

In this position you will serve as a Program Manager over the Human Capital program within the CBP Hiring Center (HC), providing advice and consultation to programs and personnel that involve and support the mission of CBP. This position starts at a salary of $74,973.00 (GS-11, Step 1) to $116,821.00 (GS-12, Step 10) with promotion potential to $116,821 (GS-12 Step 10). In this Program Manager position, your duties will include: Anticipating vacancies and advising supervisors on administrative requirements necessary for new job recruitments including reviewing position descriptions, assisting with duties, qualifications statements, and Knowledge, Skills, and Abilities (KSAs), assisting with job analyses and USA Staffing assessments; scheduling interviews, processing recruitment selections, and overseeing new employees through onboarding. Assisting employees with benefits and leave questions; managing employee separations including ensuring that all administrative requirements have been completed in accordance with directives, coordinating with Support Services to ensure that government furnished equipment is recovered. Monitoring execution of safety plans and providing status reports to all stakeholders; serving as project/program manager on a wide range of Support Service projects; serving as the primary point of contact related to occupational safety and health matters within the Hiring Center; managing the annual WebSIRs (Self- Inspection) for the Hiring Center. Serving as Contracting Officer Representative (COR) - Level II (at minimum) for multiple contract types, responsible for performing a wide range of tasks in support of the procurement and acquisition of goods and services to support HRM programs; communicating with internal and external vendors throughout the procurement process and reporting procurement statuses to middle and executive level management; managing existing contracts and working with other CORs, contractors, other government agencies, external vendors and management to monitor progress and performance of contractors.

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting in the management of the day-to-day operations of a Human Resources program segment, developing and making recommendations to resolve Human Resources problems; Participating in an organization's accomplishment of its primary mission or programs,working with team members and program personnel to meet established deadlines and goals; Serving as Contracting Officer Representative (COR) or writing statements of work and developing cost estimates NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Education Substitution GS-11: successful completion of 3 full years of progressively higher-level graduate education leading to a degree from an accredited college or university, a doctoral degree and or LL.M., if related, that demonstrates the skills necessary to do the work. Combining Education and Experience GS-11: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining total qualifying experience as a percentage of the experience required for the grade level; then determining education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at GS-11. Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing and leading the overall planning, direction, and timely execution of a Human Resources program or several program segments; Managing the development, assignment and direction of a variety of diverse programs and/or services, which include safety and health, physical security and personnel areas; Developing work plans and coordinating the overall work to enhance achievement of the organization's goals and objectives; Informing the supervisor of major problem areas and presenting plans to resolve the issues. Serving as Contracting Officer Representative (COR) or conducting market research, writing statements of work, and developing cost estimates in support of the procurement and acquisition of goods and services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/19/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
