This position is located with Bonneville Power Administration, in Substation Operations (TOZ) organization of System Operations (TO), Transmission Services (T), Bonneville Power Administration (BPA).
A successful candidate in the Substation Operations Specialist position will provide substation operations technical expertise and leadership for the operation of BPA substations including the development of standards, policies, and procedures.
Duties
As a Substation Operations Specialist, you will:
Provide the regions with technical support relating to daily substation operations and troubleshooting.
Write manuals and guidance for publication which are reflected in Substation Operations, Technical Alerts, and Operations Standards, Procedures and Policies. Research performed includes ensuring documentation complies with requirements from WECC, NERC, OSHA, the EPA and other regulatory entities. Has cradle to grave responsibility for documentation to ensure that final product needs no further refining or revising to meet BPA's needs.
Continually monitors, evaluates and audits substation operations, and based on this review, establishes new and revised operations requirements, methods, and procedures for improving substation operations.
Establish control, data, and indication requirements for operation of substations.
Provide advice and guidance on substation operations to others within BPA. Researches topics, prepares presentation syllabuses, perfects presentations and delivers finished classroom instruction to Substation Operations personnel of all levels, including Chief Operators, Journeymen and Apprentices of all levels.
Act as spokesperson for assigned program management activities, and serves as program liaison with other internal entities to ensure consistency of interpretation and implementation of the programs.
Assist with the administration of substation operations apprenticeship program as a management representative or alternate; attends meetings; formulates policy; conducts step examinations; evaluates apprentice skill levels; provides recommendations into staffing/location assignment decisions.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience is defied as: Conducting analytical and evaluative studies of an organization's substation operations program to provide technical interpretation, instruction, training, or improvement to the operation of a high-voltage power substation.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
