Duties

This position is located at the Colorado River Service Unit, servicing the Parker Indian Health, Chemehuevi Health Clinic and Moapa Health Clinic, located in Parker, Arizona. The comprehensive health services are delivered through a health care delivery service comprised of a general medical program that is accredited through the Joint Commission Hospital accreditation process. Serves as the organization's Management Analyst (Contracting Officer's Representative (COR)) for program functional areas. Initiates corrective action ensuring all defects and omissions are corrected or completed and that the contractor provides formal proposals for contemplated changes. Maintains contract file system from development, pre-award, post-award, and termination or closure. Reviews and verifies the contractor invoices, determines the government's agreements or non-agreements with the contractor's percentage of physical completion for progress reports and cost vouchers. Provides contract and management personnel with interpretation and explanation of specifications, requirements, and terms and conditions as they relate to the contract.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-7: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-5 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Basic research experience with analysis and evaluation of work processes and policies, management practices and work operation of service contracts and statements of work performed, invoices and auditing for compliance for payments OR Education: At least one (1) full year (18 semester hours) of graduate level education demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR Superior Academic Achievement: A Bachelor's degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position with one of the following: Graduated with at least an overall GPA of 2.95 Graduated with at least a 3.45 GPA in any major or during the last two (2) years of college Graduated in the top third of the class Membership in a national scholastic honor society. These honor societies are listed by the Association of College Honor Societies. GS-9: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing recurring or developmental assignments involving the use of formal advertising or basic negotiation procedures; analyzing contract provisions and recommending termination or modification of purchase orders and/or contracts; investigating complaints by reconstructing and reconciling incomplete information OR Education: Completed master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, such education must be in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or LL.B. or J.D., if related OR Combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-09 grade level. Note: You must provide copies of your graduate transcripts. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
