The primary purpose of this position is to serve as the munition's procedural analyst/quality assurance functional and technical assistant on all matters regarding munitions operations.

Duties

Performs inspections to ensure compliance with munitions policies, directives, and procedures to determine the effectiveness of munitions support. Conducts analyses on munitions operations, prepares and submits recurring/special reports. Serves as the senior munitions inspector. Administers various inspection programs, supporting the acquisition, use, maintenance, and storage of munitions. Provides munitions supply support for production, overhaul, repair, or other operations for munitions, explosives and/or components requiring special handling and administers special munitions programs. Performs administrative office support functions and maintains cooperative working relationships with team members, related functions, and operating officials. Operates forklifts, trucks, and other materials handling equipment.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of governing munitions accountability operations regulations, policies, procedures, and instructions and an intensive knowledge of local munitions operations requirements to ensure unique munitions support operations. Knowledge of a wide range of established munitions operations principles, concepts, and methods involving property accounting, base and higher headquarters munitions supply policies and procedures, inspection, munitions maintenance, and methods of preparing and maintaining munitions supply property records and documents by manual accounting procedures. Knowledge of automated munitions supply CAS procedures, munitions requisitioning, reporting, inventorying, supply point operations, issue procedures. General knowledge of the principles and practices of analyzing and evaluating the management of a base ammunition stockpile requirements, recommending policy and procedural changes, training personnel who handle munitions, etc. General knowledge of the principles and practices that involve work in managing, coordinating or otherwise exercising control over the base munitions stockpile. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the general principles and practices of analyzing and evaluating the management of a base ammunition stockpile such areas as analyzing data to determine the effectiveness of munitions support and requirements, recommending policy and procedural changes, training personnel who handle munitions etc. Extensive knowledge of governing munitions regulations, procedures, instructions, and Munitions Forecasting and Allocations programs, and ability to process munitions transactions in a Combat Ammunition System (CAS) automated system. Knowledge of the general principles and practices concerned with the receipt, storage, maintenance issue and shipment of munitions. Extensive knowledge of munitions functions, operations, program requirements, and work methods is critical. Ability to read, interpret, and apply applicable reference material, such as regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex munitions problems. Ability to apply basic analytical methods and techniques to resolve complex munitions problems and/or deviate from normal munitions management procedures or program requirements. Ability to receive, screen, review, and verify munitions documents and resolve discrepancies. Ability to communicate effectively, both orally and in writing. Knowledge of automated and/or physical filing systems and procedures and the subject matter content of the materials being processed. Knowledge of safety regulations, practices, and procedures. Ability to operate forklift and other materials handling equipment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
