This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Program and Project Manager, supporting environmental programs within the Environmental, Acquisition, and Business Support Branch under the Planning, Programs and Project Management Division.
THIS IS NOT A REMOTE POSITION. DUTY LOCATION IS SEATTLE, WA.
Duties
Manage and direct the investigating, planning, scope development, design and construction of major projects for environmental programs through a matrix management process.
Responsible for the overall management, control, coordination and execution of assigned projects.
Negotiate and integrate all functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), customer needs and other agencies commitments in support of assigned project into a comprehensive management plan.
Control and manage project milestones and budgets from planning through construction and initial operations.
Provide technical oversight of assigned programs/projects to ensure project goals and objectives are met.
Assist other managers who have been assigned projects within the program area with funding needs, customer concerns, and procedural advice.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Landscape Architect:
A. Degree: Bachelor's degree (or higher degree) in landscape architecture or landscape design.
OR
B. Combination of Education and Experience: For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

Basic Requirement for a Physical Scientist:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement for a Geologist:
A. Degree: Geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.
OR
B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.
In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience performing engineering and/or scientific work that involves project/program management, oversight, and technical work supporting activities directly related to environmental remediation programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
