About the Position: Perform a variety of financial management functions involving the provision of cost analysis, funds control and financial management policy guidance and direction in support of all aspects of the Army Voluntary Education mission. Duties

Use knowledge of the Army Voluntary Education Program - Tuition Assistance and Credentialing Assistance programs Accomplish Headquarters, Finance Division-level program/budget planning, execution, review, and analysis functions. Perform duties as, Government Purchase Card (GPC) Program Cardholder, Invoice and Refund Invoice Reviewer, and ensures internal control program requirement. Work budget formulation processes to forecast annual recoupment and refund amounts and to enter/adjust information in forms and schedules in acceptable budget formats. Processes tuition assistance refund checks payable to the US Treasury and follows established procedures for accounting for checks. Maintains appropriate databases and tracks recoupments and refund checks received; Identifies and resolves debt collection cases with banking institutions, academic institutions, and service members. Examine documents (vouchers, vendor invoices, receiving reports, business statements, claims, requisitions, requests for payment) that contain sensitive data and information. Ensure compliance with necessary guidelines concerning the invoice payments/recoupment and refunds of Army tuition assistance and credentialing assistance funds and understands grades management.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Obtain and maintain Financial Management Certification Level 2 in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F - Financial Management, Section 1051, amending 10 United States Code, Section 1599d.

Possess experience and knowledge of Financial Management regulations and policies to gather, assemble, consolidate, and analyze financial data. Monitor and maintain the government purchase card program in accordance with agency regulations and guidance. Possess operational experience utilizing office automation software programs to provide standard reports and correspondence that support the Financial Management operations. This experience is typical of work performed at the next lower grade (GS-07) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Completion of 2 academic years of graduate level education

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computer percentage of the requirements is at least 100%. To computer the percentage of the requirements, divide your total months of experience by 12, then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Must provide transcripts)
