The primary purpose of this position is to prepare and maintain Performance Work Statement, Quality Assurance Surveillance Plan, and Request for Purchase documents to procure and manage the Civil Engineer Operations contract in accordance with the QASP, Air Force and OSHA regulations, manuals, and standard trade practices.
Duties
Prepares and maintains PWS, QASP and Request for Purchase documents to procure and manage the surveillance of the Civil Engineering Operations contract.
Performs and documents surveillance and inspection of services rendered by the contractor.
Prepares budgeting and financial documentation of the Civil Engineering Operations contract and purchases.
Prepares and delivers schedules, reports and presentations concerning the contract and purchases.

- This position is normally assigned to day shift and is subject to call back in order to inspect activities that operate 24 hours, weekends, or holidays and to investigate incidents.
- Must possess or be able to obtain a current state driver's license to operate GOV to perform inspections of contractor operations.
- Incumbent may be required to travel by military and or commercial air transportation and utilize government quarters and messes when available.
- Must obtain and maintain the appropriate security clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Quality Assurance Series, 1910
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes full understanding and knowledge of a wide variety of activities to operate a functional air base. Activities include the full range of civil engineering operations, i.e., but not limited to, the maintenance, operation, repair and construction of high voltage electrical distribution, interior electric, airfield lighting, power production, aircraft arresting systems, alarms, heating, ventilating, air conditioning, fire detection systems, energy management control systems, water distribution, wastewater treatment, storm water collection system, natural gas distribution, fuel distribution system, pavements, structure, plumbing, carpentry, grounds maintenance, entomology, painting, locksmith, material acquisition, cathodic protection, appliances, customer service, self-help, hazardous material management, environmental protection, vehicle operation, fleet management, training, safety, contingency plans, project design, planning, work information management system, computer aided design and financial management. Knowledge of regulations and procedures of related functional and administrative activities such as contract administration, engineering, procurement and supply and skill in effecting appropriate interface/coordination of quality assurance plans and programs with these activities. Knowledge of conventional fact-finding or investigative techniques and skill in developing, reviewing, analyzing, and evaluating facts relative to unsatisfactory conditions or trends and in preparing documented reports of findings. Knowledge of contract surveillance methods and computer-based tracking systems. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service. NOTE: Your resume must show experience.
OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Detailed knowledge of government contracting, DoD/USAF Federal Acquisition Regulations, budgeting techniques and regulations, and system requirements as they relate to quality assurance of contracted services.
2. Knowledge of a wide variety of activities to operate a functional Air Base for civil engineering operations, i.e., but not limited to, the maintenance, operation, repair and construction of high voltage electrical distribution, interior electric, airfield lighting, power production, aircraft arresting systems, alarms, heating, ventilating, air conditioning, fire detection systems, energy management control systems, water distribution, wastewater treatment, storm water collection system, natural gas distribution and much more.
3. Knowledge of regulations and procedures of related functional and administrative activities such as contract administration, engineering, procurement and supply and skill in effecting appropriate interface/coordination of quality assurance plans and programs with these activities.
4. Knowledge of conventional fact-finding or investigative techniques and skill in developing, reviewing, analyzing and evaluating facts relative to unsatisfactory conditions or trends and in preparing documented reports of findings.
5. Knowledge of contract surveillance methods and computer-based tracking systems.
6. The ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
