This position functions as the Academic Affiliations and Health Professions Trainee Program Administrator for the Associate Chief of Staff for Medicine at the Sheridan VA Healthcare System (SVAHCS). The incumbent will be responsible for the administration of the Health Professions Trainee programs (to include GME, WOC, etc.) under the guidance of the Designated Education Officer (DEO). The incumbent will be responsible for field accreditation of on-site trainings.

Duties

Major duties include but not limited to: Supports the DEO by conducting administrative functions related to health professions trainees. Participates in strategic planning as it relates to Education Programs for Health Professions trainees and utilization of VACAA, VERA, and other OAA related funding such as grants. Serves as the technical expert in matters related to medical student, medical resident, and associated Health Professions Trainees registration, processing, orientation and education tracking. Develops, maintains and monitors processes for request for trainees, academic affiliations, TCQVL, PIV sponsorship, and other administrative functions. Ensures that all HPT's meet both local and OAA requirements prior to onboarding with the VA. Functions as the primary point of contact for health professions trainees and local program directors as well as Academic Affiliates. Tracks all Academic Training Programs at the VA. Ensures that local program directors receive training on local processes. Coordinates with HR to ensure accurate processing of Health Professions Trainees, both paid and Without Compensation (WOC). Reviews and prepares correspondence with OAA. Submits reports to OAA accurately and timely. Responsible for all administrative functions related to field accreditation of on-site trainings. Communicates with education providers, Service administrators and Service Chiefs, and Field Accreditation Service (a component of Employee Education Service). Collects required information to include learning objectives, Curriculum Vitae (CV's) of education providers, attendee information, etc.. Reserves space and advertises offerings to appropriate audiences. Ensures recording of attendance in courses and collects, collates and provides feedback to presenters. Serves as back-up TMS administrator for simple tasks such as assignment and recording of training and running of reports. Work Schedule: Monday-Friday 07:30am-1600pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement (IOR): In addition to the Time-In-Grade Requirement, per OPM's Classification and Qualifications Standards, the IOR for the Training Specialist, 1712 series, requires candidates possess either: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. In addition to meeting the IOR you must also meet: Specialized Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to exercise good judgment, tact, and diplomacy in the areas of communication, assist with education and training activities, and ability to use a use of a wide range of teaching methods or tools depending on the students' learning requirements. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Functions, processes and principles of program planning and management; Key organizational structures, organization decision-making and group processes; Agency and facility systems and requirements in various administrative areas; Skills necessary for dealing with people of varying degrees of education and authority; Skill in applying computer principles, methods and practices to perform routine and recurring assignments; Effective principles of communication and the ability to communicate effectively orally and in writing, with people from a variety of backgrounds with varying levels of understanding; Education and training activities, administrative concepts, and practices of VA policies, regulations, and directives sufficient to perform administrative and instructional duties, Maintenance and minor repair of computer systems; Correct English grammar, spelling and punctuation; Pertinent fiscal and supply procedures and requirements; Knowledge of the office automation applications running at this Medical Center to include: Microsoft Word, Excel, and PowerPoint. Knowledge of principles of adult learning and education OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, LL.B. or J.D or 2 full years of progressively higher-level graduate education leading to such a degree. Please note: such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Only graduate education in excess of 1 full year of graduate education is creditable toward meeting the specialized experience requirement.
