This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Telehealth LPN will serve in a generalist role to support Telehealth clinical programs from the patient location. The LPN must have a thorough working knowledge of the most complex or difficult practices and procedures and serves as a leader or co-leader in a nursing unit or specifically identified group of patients.
Responsibilities Include but are not limited:
Independently provides day to day operations under general supervision to ensure Telehealth services are delivered seamlessly to the Veteran while providing a range of clinical and technical services to the Veteran that demonstrate complex technical judgement.
Complexity of duties include serving as the site imager for Store and Forward Telehealth (SFT) applications, facilitator for real time Clinical Video Telehealth (CVT), and other duties as assigned.
As a telehealth LPN, will serve in a capacity assisting the mobile telehealth program for Salem telehealth LPN staff, providing vaccines and/or lab draws as needed. This includes driving the mobile telehealth bus.
As a telehealth LPN, will service in a capacity assisting the VHRC as needed.
The LPN is a video teleconferencing system expert at their location, assisting OIT with V-Tel equipment installations for clinical use.
Technically proficient in initiating, performing, and completing assigned duties in providing care to variable Veteran populations.
Ability to observe, identify and respond to the Veteran needs for care, including medication, equipment-assisted care, and Veteran/family education. In organizing and delivering care, the LPN/LVN recognizes and considers emotional, cultural, spiritual, socio-economic, and age-related factors.
Prepares and administers prescribed medications (oral, topical, subcutaneous, intramuscular, and/or intravenous) and performs treatments according to established polices/ procedures. Observes for physical and/or emotional changes in Veteran condition from prescribed medications/treatments, promptly and accurately documenting noted changed, and reporting and deviations from normal to the RN or provider.
Knowledge and ability to recognize urgent or emergent Veteran care situations, seeks assistance of the RN and/or provider and initiates appropriate emergency interventions as directed.
Establishes constructive relationships with individual Veterans and their families to elicit feelings and attitudes and to promote positive relationships, communications, and socialization skills. Fosters an environment of respect for individual Veteran and family rights to privacy and dignity in all aspects of care delivery.
Effectively incorporates knowledge and understanding of established customer service standards in the interactions with Veterans, family members and/ or other internal/external customers.
Knowledge and skill in performing duties specific to telehealth. Serves as a preceptor in orienting, educating, and training less experienced LPNs/LVNs across the health care system in telehealth modalities.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education: Graduate of a school of practical or vocational nursing that was approved by the appropriate State agency and/or accredited by the National League for Nursing (Accrediting Commission, NLNAC) at the time of completion.
Licensure: Holds a current, full, active and unrestricted licensure as a licensed practical nurse or vocational nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States, or District of Columbia.
Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met: GS-07 Experience: The GS-07 grade level is for select, complex LPN/LVN positions, as established by each health care facility. To be advanced, employees must meet all of the following standards, provided the standard is part of their assignment. Completion of at least one (1) year of additional qualifying experience at the GS-06 level or equivalent, fully meeting all of the performance requirements for the GS-06 LPN/LVN. The following Knowledge, Skills, and Abilities (KSAs) must be met:
Knowledge and skills necessary to carry out more specialized patient care duties, including assignments in more complex inpatient and/or outpatient care settings.
Ability to assist RN and/or MD/DO to appropriately prioritize overall patient care needs and adjust plans for care delivery making astute observations of subtle, less obvious changes (both physical and emotional) in patient's conditions and taking the appropriate action.
Ability to proactively assist the RN or MD/OD in addressing patient's needs for medication/treatments, accurately administering prescribed medications/treatments and appropriately recording patient's response to medications/treatments received.
Knowledge and skill to promptly recognize potential urgent or emergent patient care situations.
Assists individuals or groups of patients and their families to take an active role in promoting health lifestyles for more positive outcomes.
Skill, creativity, and initiative in contributing to the improvement of overall care delivery and patient and/or family satisfaction levels.
Comprehensive practical nursing knowledge and skills in specialized procedures and practices to serve as a resource person for other staff in organizing and implementing more complex/specialized patient care.
Ability to support the RN or MD/DO in monitoring the practice of unlicensed nursing or non-medical staff in patient care delivery.
Preferred Experience: Knowledge of telehealth modalities

Physical Requirements: The position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. The position requires long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. He/she may be exposed to infected Veterans and contaminated materials and may be required to don protective clothing/equipment in isolation situations or during day-to-day clinic functions and procedures. The LPN must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on Veteran needs. The incumbent may occasionally be exposed to Veterans who are combative secondary to delirium, dementia, or psychiatric disorders. Must complete annual Employee Health requirements, such as screening or testing, as a condition of employment.
